Description
The United States Environmental Protection Agency (EPA), Office of Water (OW), Office of Science and Technology (OST), Health and Ecological Criteria Division (HECD) has a requirement entitled, "Technical and Regulatory Support for the Development of Criteria for Water Media (Human Health - Microbiology Emphasis)." This requirement will assist the EPA in its responsibilities under the Safe Water Act and Clean Water Act to protect the public health from the adverse effects of microbial pollutants in media such as surface water, drinking water, wastewater, sewage sludge, and sediments. The successful contractor will be required to provide technical and regulatory support services to the Health and Ecological Criteria Division (HECD) in OST for the development of human health criteria, health advisories, maximum contaminate level goals, and pollutant limits. This support includes activities such as conducting literature reviews, conducting risk assessments, performing statistical analyses, evaluating pollutants selected for review by the United States Environmental Protection Agency (EPA), assessing the potential impact of criteria on sensitive populations, preparing criteria documents, preparing health advisories, preparing technical guidance documents, preparing technical support documents for regulatory requirements, preparing the index of references for proposed and final regulations, summarizing comments on proposed regulations, and arranging and conducting workshops. This procurement will be competed through Full and Open competition. It is anticipated that the contract will be a Performance Based Service Contract (PBSC), Cost Plus Fixed Fee (CPFF) starting September 2010 with a one year Base Period and four additional Optional Periods of 12 months each. It is anticipated that the Base Period will consist of 6,900 hours with an additional 6,900 hours in quantity options. Each additional Option Period Level of Effort including Quantity Options will be 13,800 total hours per Option Period. The applicable NAICS code is 541620 with a size standard of $7,000,000. Significant potential exists for an organizational conflict of interest under this procurement. Therefore, all offerors will be required to submit a COI Plan with their proposal, outlining the procedures that they have in place to identify and report conflicts of interest. Offerors will also be required to specifically disclose whether it is an entity that: owns or operates a drinking water or wastewater facility to provide treatment of wastewater or drinking water; manufactures/sells/imports water treatment chemicals and/or equipment (including point-of-use or point-of-entry treatment devices; produces pesticide and agricultural chemicals; or provides advisory and/or technical services relating to waste minimization, waste management, and wastewater treatment control for regulated industries or whether it has any business or financial relationships with such entities or whether it is performing any work that potentially conflicts with work under this contract for EPA or other Government agencies and explain how these organizational conflicts of interest can be mitigated, avoided, or neutralized. It is estimated that the solicitation will be available on or around April 16, 2010 and that proposals will be requested in 45 days after issuance of the solicitation. All responsible sources that submit a proposal will be considered by the agency. A copy of the Performance Work Statement will be included as an attachment to the solicitation.
