- Synopsis: Direct Procurement Method Packing and Crating Sheppard AFB, Wichita Falls, Texas, requires a contract to prepare personal property belonging to Department of Defense personnel for shipment and/or storage and related services through the Direct Procurement Method (DPM) Personal Property Shipments. This action will be for Schedule I, Outbound Services, Schedule II, In-Bound Services, and Schedule III, Local Moves Services in the following counties: Area I, Wichita County in TX; Area II, Archer, Baylor, Clay, Foard, Hardeman, Jack, Knox, Montague, Throckmorton, Wilbarger, and Young Counties in TX; Area III, Cotton, Jefferson, Love, and Tillman Counties in OK; and Area IV, Cooke, Grayson, Palo Pinto, Parker and Wise Counties in TX. This requirement is 100% Set-Aside for Small Business. The requirement will be solicited and evaluated under procedures of FAR 13.5 - Test Program for Certain Commercial Items. The North American Industry Classification System (NAICS) code is 488991 (Packing and Crating), size standard $25,500,000. The anticipated performance period is 01 July 2010 to 31 December 2010 with four (4) option periods. There is no guarantee that the option periods will be exercised. The government contemplates issuing a Total Small Business Set-Aside Request for Proposal (RFP). The Government shall award to a single or multiple contractors using Firm Fixed Price (FFP) IDIQ contract(s) to the responsible offeror(s) whose proposal(s) conforms to the requirements of the solicitation without deviation and is determined to be the best value to the government, based upon evaluation of past performance, and price. All offerors must be registered in the Central Contractor Registration (CCR) website at www.ccr.gov, have updated On-Line Representations and Certifications (ORCA) in the website at www.bpn.gov, and have a tax identification number and a Data Universal Numbering System (DUNS) number. DUNS information and/or application can be accessed at http://smallbusiness.dnb.com or by calling 1-800-234-3867. Once the solicitation is posted it is incumbent upon the interested parties to review this website frequently for any updates or amendments to any documents. Interested parties should subscribe to receive procurement announcements related to this solicitation by entering the FedBizOpps website at http://www.fbo.gov. The projected solicitation for DPM Packing and Crating requirement will be posted on or about the end of March 2010.
