- RECOVERY—EEL CREEK BRIDGE THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-0489-S-10-0388 on or about April 1, 2010, for the EEL CREEK BRIDGE Project. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after April 1, 2010, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. PROJECT DESCRIPTION. The U.S. Forest Service, EROC-NW, Region 6 has a requirement for the Eel Creek Bridge project, Siuslaw National Forest (Corvallis, Oregon). The project includes but is not limited to: demolition and removal of existing culvert and fill; move existing temporary bridge from present position to temporary bypass route position and construct temporary approaches and by pass road; excavate new creek channel; provide and install riprap; provide and construct sixty-seven (67) foot span prestressed precast concrete voided slabs on driven steel piles with cast-in-place concrete cap and wingwalls bridge; install temporary water and waste water lines and construct permanent water and waste water lines suspended on bridge; coordinate with PUD, phone and cable providers to relocate overhead utilities to buried and construct trench; construct bridge approaches; transport temp bridge to the Mount Hood National Forest, Sandy, Oregon. The magnitude of construction for this acquisition is between $500,000 and $1,000,000. The Government intends to award a negotiated firm fixed price contract. The resulting order shall utilize funds provided by the American Recovery and Reinvestment Act (ARRA) of 2009. Inclusion of unique provisions required to implement the Act, including those for significant reporting and transparency requirements by the successful offeror will be required. PARTICIPATION. This project is 100% set-aside for Historically Underutilized Business Zones (HUBZONE). The North American Classification System Code (NAICS) is 237310. The size standard is 33.5 Million. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA) Contractors are required to be certified by the Small Business Administration, registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and Davis Bacon Contract Act wage rates will be posted to the FedBizOpps website www.fbo.gov. REGISTRATIONS. In order to receive any contract award, a vendor must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA).
