Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Research Institute of Environmental Medicine (ARIEM), intends to award a firm fixed price purchase contract on a sole source basis to: Kurt Sollanek, Cheshire, CT 06410. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: Technical Services of Kurt Sollanek requested are assistance with many aspects of human physiological research conducted at USARIEM to include literature searches, test venue set up including equipment calibration, test volunteer instrumentation, data collection, data analyses, and report preparation. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Kurt Sollanek has experience with all items in the Statement of Work; he has participated in USARIEM research as a student hire in 2009 and 2010. He has been trained in USARIEM safety and security regulations, research ethics and protection of test volunteer data and personal information, in CPR and OSHA regulations. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Our Division Chief and Investigators had determined that Kurt Sollanek was the correct fit for this contract so no market research was conducted. 4. Any other facts supporting the use of other than full and open competition: Mr. Sollanek wili receive his master's degree in May. He has the educational qualifications, experience and training to accomplish the tasks listed in the statement of work. He has already worked successfully and productively with the investigators and other technicians at USARIEM. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
