Description
The Army is seeking sources capable of providing contractor owned and operated renewable energey power plant to be built on Fort Stewart, GA. SOURCES SOUGHT ONLY: This is a Sources Sought request for contractors capable of building a power plant on Fort Stewart that uses renewable energy. This plant would be contractor owned and operated with Fort Stewart being the main customer. THIS IS NOT A REQUEST FOR PROPOSAL. Responses to this announcement are not considered offers and cannot be accepted by the Government to form a binding contract. The Government shall not be held responsible for any costs incurred in responses to this sources sought announcement. Participation is strictly voluntary. Respondents should not submit any proprietary information when responding to this announcement. The Mission and Installation Contracting Command at Fort Stewart, GA. has an anticipated requirement for a power plant using renewable energy to be built on Fort Stewart. Plant will be located at Fort Stewart, Georgia. Facility will be contractor owned and operated, and the contractor will be responsible for all permitting, fuel, operations and maintenance, distribution of electrical power, etc. The plant will be powered using renewable fuel. Fort Stewart will have the first rights to the power generated and the plant will be an active part of the energy security of the installation, however any excess power produced would be the preoperty of the contractor to sell or otherwise dispose of. The government is also interested in providing electrical power through wheeling to Hunter Army Airfield which is located approximately 40 miles away. Contractor will be responsible for ensuring all connections to the current power grid is done with the approval of the local privatization contractor who handles the distribution system on the installations and the Southern Company who provides the electrical commodity to both installations. It is the goal of Fort Stewart to reach 100% renewable electricity by 2020 and to be considered a Net Zero installation in regards to electricity. The Installation recognizes this may require a phased approach, must be economically feasible and meet the Army intent for energy security. Fort Stewart current load ranges from 25 MW to 50MW and Hunter Army Airfield load ranges from 5 MW to 12 MW. The Installation desires a plant sized to handed the maximum current demand load with either additional load capability or the means to add capability. Interested respondents should submit a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) clearly demonstrating the firms ability to perform the services listed above. A generic capability statement is not acceptable. Please review the requirements listed below. At a minimum, the package shall address the following: 1.Title of the requirement (Renewable Energy Power Plant, Fort Stewart), company Name, Address, and POC. 2.Company profile to include number of employees, annual revenue history, office location(s), DUNS number/Cage Code, and a statement regarding current business status to include business type(s) /certification(s) such as SDB, 8a, Hubzone, SDVOB, ESPC, UESC, Utility Company, etc. 3.Prior/current corporate experience (private and/or government) performing efforts of similar size and scope within the last five years. Statements should describe the dollar value, indicate whether your firm acted as the prime or subcontractor, list a customer POC with phone number and email address, and provide description of experience and how the referenced experience relates to the services described herein. 4.Description regarding capability to meet personnel management requirements to operate the facility. 5.Contractors are also encouraged to provide comments and suggestions to maximize the effectiveness of the anticipated requirement. Responses shall be submitted by 21 April 2010 to Willie Barnett / Retha Barron, Contracting Officers, Fort Stewart Directorate of Contracting, Bldg 621, 976 William H.
