- ARRA Reporting Requirement Disclosure Form (Purchase Order) Subcontractor Safety and Environmental Information Disclosure and Certification Subcontractor Prequalification Requirements for Installation of a Permeable Treatment Wall at the WVDP This is a sources sought procurement only. This is not a solicitation announcement. West Valley Environmental Services (WVES) as a prime contractor to the U.S. Department of Energy is seeking to pre-qualify potential construction subcontractors which have the capabilities and can provide the documentation as requested in the attached "Subcontractor Prequalification Requirements" document. There is no solicitation available at this time. However, upon review of the subcontractor prequalification requirements, WVES will make a determination if the information submitted meets the minimum technical qualifications specified and whether to include the organization in any future potential solicitations for the scope of work. Interested organizations are requested to submit their written Subcontractor Prequalification Requirements information by 5:00 pm on March 30, 2010 to the attention of the buyer at the place of contract performance. General Overview In order to control the further expansion of a Strontium -90 (Sr-90) groundwater contamination plume, at the West Valley Demonstration Project (WVDP) located south of Buffalo, NY, West Valley Environmental Services (WVES) is planning to install an approximately 900' long by 3' wide by 25' deep Permeable Treatment Wall (PTW) in the North Plateau Area of the WVDP Site. Work will be performed under and be paid for by the American Recovery and Reinvestment Act (ARRA). The PTW must be installed utilizing a one-pass trencher, such as one operated by DeWind One-pass Trenching Inc., which is capable of cutting and filling a trench approximately 3' in width and approximately25' in depth, and has a minimum operating turning radius of 50'. As the trench is being excavated, 14 x 40 mesh zeolite material (supplied by WVES in I ton Supersacks) will be simultaneously backfilled by the subcontractor into the excavation. Water must be used during the zeolite loading process to consolidate the material and provide hydrostatic equilibrium in the trench. Soil spoils from the process must be discharged away from the machine and collected in an EPDM (ethylene propylene diene monomer) lined swale adjacent to the wall location. The majority of the PTW will follow an existing unpaved road. The road elevation will need to be raised approximately 4 ~ in some areas with stone to facilitate trencher operations. Along the alignment, a lined soil catchment swale must be constructed. A new gravel access road will be built to support the installation operation. Trenching will occur through an area where strontium-90 (Sr-90) groundwater concentrations range from 1,000 to 35,000 p CiIl and soil concentrations range from non-detect to 400 pCi/g Sr-90; dose rates will be less than 10 mr/hr. The soil in the area of the PTW consists of native silty sand, and silty sand and gravel (S&G). The S&G overlies a denser, low permeability silty till. Equipment decontamination may be required at the end of the project. The subcontractor will be required to complete site specific health, safety and radiological training, and all personnel must pass a 9 panel drug test and health physical. The subcontractor's VVES-approved Project Manager and Safety Representative or Alternates will be required to be onsite during all work activities. The Subcontractor's "Scope of Work" for installing the PTW includes providing all material (except zeolite), equipment, labor, and oversight necessary to: 1) Prepare the site for installation of the PTW to include: a. Installation of an --800' long x 15' wide x 1' deep gravel access road b. Raising an existing roadway (-800' long x --15' wide), by approximately 4ft. c. Constructing a soil catchment swale, parallel to and along the newPTW 2) Install the PTW using a continuous, one-pass trencher. 3) Collect trencher spoils in a lined soil catchment swale and covering and sealing with EDPM
