- This is not a solicitation. This synopsis is being issued to conduct market research for informational and planning purposes for the High Data Rate-Airborne Terminal (HDR-AT) Program. The United States Air Force, Electronic Systems Center (ESC), Hanscom Air Force Base, 653 ELSW/SNND, is seeking responses from potential sources to perform the up-front technical analysis and testing necessary to develop an airborne satellite antenna radome capable of supporting both Ku commercial and Ka Wideband Global SATCOM (WGS) satellite communication links. Radome target radio frequency performance requirements include:Insertion Loss: Commercial Ku TX: <= 1 dB WGS Ka TX: <= 1 dB(Note: For commercial Ku and WGS receive frequencies the insertion loss goal is <= 1 dB, however receive performance may be traded for improved transmit values) Transmit Axial Ratio Degradation: Ku: <= 0.75 dB over 98.9% of pointing angles (3-sigma) Ka: <= 0.5 dB over 50% of pointing angles and <= 1 dB over 98.9% of pointing angles(Note: For receive frequencies the axial ratio goal is as for transmit, but receive performance may be traded in favor of transmit axial ratio) Radome Induced Boresight and Differential Boresight (TX to RX Misalignment) Error: Ka: <= 0.04 degrees over 98.9% of pointing angles Ku: <= 0.08 degrees over 98.9% of pointing angles Sidelobe degradation Radome effects shall not cause antenna sidelobes degradation greater than 2dB This new multi-band radome must meet all of the environmental performance specifications of the current Global Hawk radome. Of significant concern to the Government is maintaining the current radome shape to avoid/limit potential airworthiness recertification actions. This analysis effort will culminate in the testing of a small sample of the radome material produced to test limited functionality against environmental and electrical requirements. Estimated period of performance would be nine (9) months after contract award. The Air Force is seeking firms who believe they are qualified to conduct this effort. Firms who respond to this sources sought synopsis must provide detailed information demonstrating their capabilities in the following areas: (1) Knowledge of/experience with developing and producing multi-band, low loss radomes for aircraft; (2) Discussion of available company organic hardware & software capabilities to enable analysis, design, production, and testing to support such an effort; (3) Experienced technical personnel available to perform this effort; (4) Your approach to successfully complete this effort within the estimated period of performance; (5) Any data rights assertions that you might already maintain that would relate to such an effort and how it might affect performance of the efforts; (6) What data you would expect as Government Furnished Information (GFI) to complete this effort ; and (7) The accuracy of effort results should the GFI could not be furnished. Responses are limited to no more than 20 double-spaced, single-sided pages. Firms who submit responses to this notice are requested to identify prior contracts (by contract number and issuing office) and Government points of contact (preferably the buyer or contracting officer) where they have provided similar types of efforts. Interested firms should submit their written and electronic responses to the contracting officer, Ms. Kathleen N. Responses must be received no later than fifteen (15) calendar days from the publication date of this announcement. This synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. We remind companies interested in pursuing this opportunity in any prime, subcontractor, or teaming arrangement capacity of their responsibility to plan for and address potential Organizational Conflict of Interest (OCI) issues. This is especially important if a company is presently supporting the Government through an Advisory and Assistance Services contract. Guidance is found in FAR Part 9 - Contractor Qualifications, and possibly OCI clauses in other Government contracts your company may have.
