- This is a combined synopsis/solicitation for services to provide computer-assisted legal research to HUD. This requirement is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation R0EGP-0002 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. The NAICS code for this procurement is 519130. The Department of Housing and Urban Development (HUD) anticipates award of a Firm-Fixed Contract. This procurement will be awarded based on low price technically acceptable quote. All responses, inquires and concerns must be emailed (no telephone inquires will be accepted) to gerald.l.fairbanks@hud.gov, with the reference control number R0EGP-0002 in the Subject Line. Background: The Office of Fair Housing and Equal Opportunity (FHEO) is responsible for administering federal laws and establishing national policies that prohibit discrimination in housing on the basis of race, color, sex, religion, national origin, age, disability and familial status. Under the Fair Housing Act, the U.S. Department of Housing and Urban Development (HUD) accepts administrative complaints from persons who feel that they have been victims of housing discrimination, attempts to resolve the complaints through conciliation/settlements, conducts neutral, impartial investigations of the complaints, and if the cases do not conciliate/settle, charges of discrimination are issued. The Subscriber will provide Computer-Assisted Legal Research (CALR). Usage of the Code of Federal Regulations past and present data analysis regarding law reviews and amendments changes, federal case law summaries, decisions and statutory documents and regulations using their search tool so HUD, Office of FHEO, employees will be fully educated of and aware various agency regulations changes. The Subscriber will provide imperative data regarding Court Briefings which would include written and oral decisions regarding the U.S. Supreme Courts, Criminal Briefs, Petitions and Joint Appendices that would emphasis on decisions that has been render by State and Federal Courts. The Subscriber will provide analytical data that provides information regarding publications and articles to use for guidance. This information should be relevant to the individual case of interest. Services: All Primary Library, Westnews U.S. News Library, Restatements Library, Housing and Development Report (HDR) Library and Subscriber Locator. Service will cover the period commencing April 1, 2010 - April 30, 2011 Headquarters and FHEO Field Staff with a monthly rate. This will be a fixed rate contract and under this pricing arrangement, Subscriber will provide HUD/FHEO with up to 80 authorized agency users that will have unlimited simultaneous access to all service listed above. Subscriber will assign each HUD/FHEO user a separate Subscriber password. Subscriber will provide customer training and support services at no additional cost, to include on-site and customized training sessions, to 24-hour customer support, and legal research assistance. Subscriber will provide HUD/FHEO with training options to meet their specific training needs. Some of the training features are: •· Web-based training - series of short, interactive lessons. Each lesson is free and takes 5-10 minutes to complete; •· Telephone training - licensed attorneys to provide initial and advanced training to customer on the use of Subscriber database system and services; •· Instruction Centers - Subscriber has Information Centers throughout the United States and offer basic to advance classes and topical seminars on their system. (All training is free of charge to current HUD Employee users;) •· On-Site Training - Subscriber will provide customized training sessions to small groups at the customer's site; •· Subscriber User Guides - Subscriber can provide how-to guides, quick reference cards and other research aids; and •· On-line Assistance and Resources - Subscriber provides on-line help screens and customer support on-line. (Option Years): Option Year 1 - Service will cover the period commencing 2011 - 2012 Headquarters and FHEO Field Staff with a monthly rate. This will be a fixed rate contract and under this pricing arrangement, Subscriber will provide HUD/FHEO with up to 80 authorized agency users that will have unlimited simultaneous access to all services listed above. Option Year 2 - Service will cover the period commencing 2012 - 2013 Headquarters and FHEO Field Staff with a monthly rate. This will be a fixed rate contract and under this pricing arrangement, Subscriber will provide HUD/FHEO with up to 80 authorized agency users that will have unlimited simultaneous access to all services listed above. TERMS AND CONDITIONS The following clauses and provisions apply to this solicitation: Incorporated by reference are Federal Acquisition Regulations (FAR) 52.212-1, Instructions to Offeror-Commercial Items; 52.212-2, Evaluation-Commercial Items: Paragraph (a) The following factor(s) shall be used to evaluate offers: Price ; FAR 52.212-3, Offeror Representation and Certifications-Commercial Items; FAR 52-212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions-Commercial Items Required to Implement Statutes or Executive Orders-Commercial Items. Additional FAR clauses apply. Quotation shall also include the following information: 1. Request for Quotation (RFQ) Number. 2. Time specified for receipt of offers. 3. Name, address, and telephone number of offeror. 4. A completed copy of the representative and certifications at FAR 52.212-3 Alt. 1. 5. Prospective contractors must be registered in the Central Contractor Registration (CCR) database. Information regarding CCR requirements may be obtained at www.ccr.gov. or calling 1-888-227-2423. 6. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. 7. Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt shall not be considered. All responsible small business sources may submit a quotation, which, if received prior to the expiration of the deadline, shall be considered by this agency. The solicitation will be available solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the solicitation will not be available. The web site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this web site.
