- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. The solicitation number for this request is 70181AQ050 and the solicitation is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular (FAC 05-38) and Federal Acquisition Regulation (FAR). This is a small-business set-aside procurement under NAICS classification code: 332312 and PSC:B534. The small business size standard is 500 employees. STATEMENT OF WORK: Background: The US Fish and Wildlife Service is currently working to expand its polar bear research program in the Chukchi Sea to areas of eastern Russia. Though polar bears can be captured via helicopter off the US coast of the Chukchi Sea, capturing bears in eastern Russia cannot be accomplished via aircraft. Instead, we intend to use culvert traps to capture bears. Additionally, the Kodiak National Wildlife Refuge, US Fish and Wildlife Service is initiating a long-term in-depth study of the impacts of climate change, bear-viewing, and fluctuations in resource availability on Kodiak brown bears in the southwestern region of the Kodiak National Wildlife Refuge. Bears will be captured through the use of a helicopter and a culvert trap in order to target bears that utilize the Karluk Lake basin. Rather than use a standard culvert trap that is in one piece and weighs 400-500 lbs, we are in need of a culvert trap that can be broken down into smaller, lighter pieces and transported throughout remote areas of the Arctic and Kodiak Island. The bears the USFWS will be capturing weight approximately 1300 lbs. Traps with the design described below must have been field proven for capturing black, brown, Malayan sun bears, or polar bears in the wild. Interested vendors must verify the use of their traps and designs for these bears for research purposes. To establish past performance interested vendors must provide: at the the time of bidding three (3) professional references of customers their traps have been utilized successfully in capturing bears. Interested vendors must provide detailed photos or diagrams of the safety door and frame, the trigger assembly, the side windows with darting ports, the assembly hardware, and a complete assembled trap along with the bid as well as documented proof of the safety door mechanisms functionality. The vendor shalll provide hands-on instruction of the assembly and the operation of the traps at the time of delivery to Anchorage, AK. One of the primary concerns of these traps is the safety to both animal and humans. The USFWS does not have pictures or diagrams to provide. SPECIFICATIONS OR EQUAL: Traps - 1. High grade aluminum2. Six individual segements measuring 5 feet long by 48 inches high3. Two ends to fit trap4. Individual segements fastend together with cam-locks5. All fasteners, assembly hardware, and cam-locks should be huck-riveted6. No loose bolts or nuts in the construction or assembly7. Entry door should be framed 54 inches square that should fold down flat to the dismantled trap8. Six window openings of 1/2 inch stainless steel mesh with darting ports; approximately 6 inches by 12 inches, One on each end and two on both sides9. Total weight approximately 400 lbs10. Tube diameter approximately 48 inches by 10 feet long11. The entire dismanteled trap will be transported (in one trip) in a 16 foot rubber raft or boat Safety Door and Trigger Mechanism - 1. Safety door mechanism must automatically stop the door upon any hint of contact with any object (ie: cub) from being struck or injured if the mother bear has already tripped the trigger mechanism.2. A braking mechanism on the door should stop the door instantly mid fall if the door comes in contact with any object (ie: cub) during the downward travel.3. The doors mechansim should be created with a self-releasing mechanism so it continues to close as soon as the object (ie: cub) clears the doorway.4. The safety door should be designed and tested by a professional engineer.
