Description
NASA/KSC has a requirement for1)One GPS simulator with two radio frequency outputs. One on the L1 frequency andanother on the L5 frequency. Each output contains the signals of 12 GPS satellites. This included a controller featuring SimGEN software for scenario generation. 2)SimINERTIAL Inertial Test Facility software and hardware supporting the NorthropGrumman and Honeywell IMUs (IMU/HNG) as specified in the product specification. 3)GSS6700 Replay Simulator with 12 channels of GPS L1, including SimREPLAY software forscenario replay capability. This unit plays back scenarios made on the GPS simulatordescribed in 1) above.It has one radio frequency output on the L1 frequency thatcontains the signals of 12 GPS satellites. This is a portable unit suitable for fieldtests.4)A two (2) day training session at customer's facility.NASA/KSC intends to purchase the items from Spirent Federal Systems, Yorba Linda, CA. There are no other companies that provide the additional features required such as anantenna shading tool with graphical user interface and pad obstructions as well as aportable playback unit for field testing. No other sources can provide these functions.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 2, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.[OMBUDSMAN STATEMENT IS REQUIRED]An Ombudsman has been appointed.
