Description
RECOVERY: PRE-SOLICTATION NOTICE TO AT FORT BLISS NATIONAL CEMETERY, EL PASO, TX. (PROJECT NUMBER R-CCD-161-TH01) This project is being funded from the American Recovery and Reinvestment Act of 2009. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-10-RA-0027 for the following: Contractor shall provide all labor, materials, tools, equipment, supervision and administration necessary to complete the proposed roadway, curb and gutter repairs at FT. Bliss National Cemetery, in accordance with the project statement of work, drawings and associated specifications. Work includes but is not limited to the following: Work includes the following: a.Contractor shall completely prepare site for construction operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for proposed roadway repairs at Fort Bliss National Cemetery, TX as required by drawings and specifications. b.Visits to the site by Bidders may be made only by appointment with the Cemetery Director. c.Before placement and installation work is subject to tests by testing laboratory retained by the contractor, the contractor shall schedule testing laboratory personnel to be present at site in time for proper taking and testing of specimens and field inspection. d.Prior to commencing work, general contractor shall provide proof that an OSHA certified "competent person" will maintain a presence at the work site whenever the general or subcontractors are present. e.Haul away and dump debris and waste to an approved disposal site. f.Thoroughly clean up the work area at the end of each day's work, and at completion of the project. Leave premises clean and free of waste, scrap, used equipment, or other material intentionally or incidentally delivered to the site by Contractor or Contractor's personnel. CONTRACT DURATION: Performance period is approximately 60 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 237310 SIZE STANDARD: $33.5 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to a responsible service disabled veteran owned small business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Invitation for Bid (IFB) details and specifications may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released for issue on or about April 2, 2010. The last date that questions will be accepted for this solicitation will be Close of Business, Tuesday, April 20, 2010. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed.
