Description
The Naval Surface Warfare Center, Carderock Division, is soliciting offers for the purchase of 182 each of the Ship Service Generator Combustion Intake Air Filtration System. The Government intends to award a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity Contract with the initial order being issued for a quantity of 2 each which will represent the First Article Test Units to be delivered 120 days after contract award and a potential of up to 180 additional units placed on order as needed over a five year period. The production lead-time for subsequent orders is 180 days after award of delivery order. Award will be based on Best Value with consideration of the following technical evaluation factors: (1) Design and Performance Characteristics; (2) Corporate Experience/Resources; Life Cycle Maintenance Costs; (4) Logistics Support; (5) Past Performance/Small Business Subcontracting Compliance; (6) Small, Small Disadvantaged and Women-Owned Business and His! torically Black Colleges or Universities and Minority Institution Subcontracting. Design and Performance Characteristics is the most important factor. It is more important than Corporate Experience. Corporate Experience is more important than Life Cycle Maintenance Costs and Logistics Support which are of equal importance and significantly more important than Past Performance/Small Business Subcontracting Compliance. Small, Small Disadvantaged and Women-Owned Business and Historically Black Colleges or Universities and Minority Institution Subcontracting factor is the least important non-price factor. Price is the least important factor of all the factors. This procurement is unrestricted. Solicitation will be issued on or about 22 March 2010 and close approximately 30 days thereafter.
