Description
SOUCES SOUGHT NOTICE FOR WIRELESS DURESS SYSTEM Description The purpose of this sources sought synopsis is to gain knowledge of potential qualified industry sources for providing goods and/or services to the United States Capitol Police (USCP), Security Services Bureau (SSB), Physical Security Division (PSD). All requirements listed below are mandatory unless otherwise noted. This Sources Sought Notice is NOT a request for proposal and in no way obligates the USCP to award a contract for these goods and services. The USCP requires a Wireless Duress System. Requirements: The Wireless Duress System shall adhere to the following requirements: 1. Technical Requirements: a. Integrates with all other USCP systems where necessary i. CCure IDS/ACS ii. CCure Duress iii. Aegis II iv. CCTV (Bosch) v. CCTV Genetec video management system vi. Intercom (Zenitel and Genetec) vii. Code Blue emergency call stations viii. Podium Badging System b. Duress devices wirelessly transmit an independently addressed duress signal back to a receiver c. Receivers are connected to a network via IPv4 d. Receivers transmit alarms, locations, and low battery signals to CCure 800 e. Locations of duress buttons are monitored and tracked by the system f. System offers wireless duress buttons g. Battery life of wireless devices lasts minimum of 6 months h. System offers hard wired duress buttons i. System uses repeaters to extend coverage j. System transmitters and receivers have sufficient power to transmit through one foot thick masonry construction k. System is able to sense low batteries in wireless devices l. System is able to sense the failure or absence of end devices m. Systems is able to detect device tampering or movement (without tampering with the actual device) 2. Administrative Requirements: a. Offers a software development kit b. Open architecture c. Remote administration of system and field devices d. Signal strength and/or time delay location methods e. Sufficient network security provisions to prevent network access 3. End User Requirements: a. Duress devices should have a small easily concealable form factor b. Fixed duress devices has a motion tamper Instructions: In responding to this request, state your qualifications to provide each of the mandatory requirements listed above. Your response to each requirement must include: 1. Paragraph numbering identifiable to requirements listed above 2. Description of capabilities 3. Organizational information including your point of contact with telephone, fax, and e-mail address All qualified sources should respond to this request by submitting an information package in accordance with the instructions provided. Vendors responding to this request and deemed qualified by the USCP may be requested to submit further information. The USCP will not be responsible for any costs associated with the preparation of responses to this request. Responses to this Notice are due to the POC no later than April 14, 2010, at 2:00 PM EST and shall be submitted electronically via email only to Christopher_carlson@cap-police.senate.gov. The subject line of the email message shall be: Wireless Duress System Sources Sought. No other method of transmittal will be accepted. The response shall not exceed twenty (20) 8 ½ x 11 pages. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the USCP to information in any files attached to the response is the responsibility of the submitting party; Adobe PDF format is preferred and encouraged. The USCP is not responsible for any failure to access vendor's information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE USCP. ANY REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
