Description
SOUCES SOUGHT NOTICE FOR PORTABLE INTRUSION DETECTION SYSTEM Description The purpose of this sources sought synopsis is to gain knowledge of potential qualified industry sources for providing goods and/or services to the United States Capitol Police (USCP), Security Services Bureau (SSB), Physical Security Division (PSD). All requirements listed below are mandatory unless otherwise noted. This Sources Sought Notice is NOT a request for proposal and in no way obligates the USCP to award a contract for these goods and services. The USCP requires a Portable Intrusion Detection System. Requirements: The Portable Intrusion Detection System shall adhere to the following requirements: 1. System a. The system must be portable and easily transportable. b. The system must have weatherproof sensors and cameras. c. The system must be able to adapt to facilities ranging in size from 10,000 square feet to 100,000 square feet over multiple floors. d. The system must allow the user to determine the area and fields of protection. e. Devices must be able to be mounted in a facility such as a convention center or hotel without marking or damaging surfaces that they are mounted to. 2. Control Console a. Control console must have battery back-up. b. Control console should be able to independently support eight video inputs and twelve sensor inputs c. Control console must have video switching capability. 3. CCTV a. The video cameras must support day and night with infrared features. b. Cameras must be able to operate on over the counter batteries. 4. Sensors a. The sensors must be able to operate on over the counter batteries. b. The sensors must be capable of detecting people and vehicles in and around a building perimeter, on an access road, or in an interior space. c. The sensors must be able to be set up and taken down in three hours or less by non-technical personnel. d. The sensors must alarm to a control device local to the facility. e. The sensors must be able to trigger video devices for alarm verification. f. Sensors should include a range of technologies to include BMS and motion (PIR, Microwave, Photo). 5. Transmission a. The system must be able transmit wirelessly through floor and/or wall slabs constructed of 12" reinforced concrete or construction with similar attenuation. b. Wireless communications must have signal protection (scrambling for analog, 128 bit or higher encryption algorithm for digital signals. c. Has non-line of sight transmission capabilities. d. The range of wireless transmissions can be extended through the use of repeaters. Instructions: In responding to this request, state your qualifications to provide each of the mandatory requirements listed above. Your response to each requirement must include: 1. Paragraph numbering identifiable to requirements listed above 2. Description of capabilities 3. Organizational information including your point of contact with telephone, fax, and e-mail address All qualified sources should respond to this request by submitting an information package in accordance with the instructions provided. Vendors responding to this request and deemed qualified by the USCP may be requested to submit further information. The USCP will not be responsible for any costs associated with the preparation of responses to this request. Responses to this Notice are due to the POC no later than April 14, 2010, at 2:00 PM EST and shall be submitted electronically via email only to Christopher_carlson@cap-police.senate.gov. The subject line of the email message shall be: Portable Intrusion Detection System Sources Sought. No other method of transmittal will be accepted. The response shall not exceed twenty (20) 8 ½ x 11 pages. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the USCP to information in any files attached to the response is the responsibility of the submitting party; Adobe PDF format is preferred and encouraged. The USCP is not responsible for any failure to access vendor's information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE USCP. ANY REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
