- REQUEST FOR INFORMATION ANNOUNCEMENT Defense Logistics Agency Aviation Demand and Supply Chain PROGRAM OVERVIEW The Aviation Demand and Supply Chain is seeking information to improve overall support of our Fastener commodities acquisition and logistics mission. Presently, DLA uses a multitude of sources, storage facilities, and delivery methods to satisfy its customers’ worldwide demand for fastener products. DLA’s intention is to leverage the commercial industry’s best practices and implement a solution which assures readiness, safety, and efficiency. Ultimately, DLA’s goal is to improve lead-times, reduce costs, and increase customer satisfaction while allowing the customers to focus on their core competencies. Scope of Project: This initiative contains DLA managed NSNs in Federal Stock Group (FSG) 53. The following Federal Stock Classes (FSCs) are included: FSC 5305 FSC 5306 FSC 5307 FSC 5310 FSC 5315 FSC 5320 FSC 5325 Fastening Devices Anticipated Scope of Services: - Delivering items to DLA depots in accordance with delivery terms. - Collaborate with DLA on anticipated demand. - Procurement/Purchasing - All actions related to acquisition planning, solicitation, evaluation, negotiations, contract award, contract administration, and contract management functions. Responsible for all subcontracts. - Data Management - to include interoperability with industry and government systems. RFI Questions 1) Universe of Items A) How would you recommend the universe of items be set up? (i.e. do you envision multiple contracts per Federal Supply Class)? Should the FSCs above be combined into one contract or should we solicit and award separate contracts for each of the FSCs or some combination of them? B) Are there any additional FSCs that should be included in this effort? 2) Collaboration A) What is the best way to collaborate on anticipated demand? 3) Packaging/Marking Requirements A) Do you repackage items as a part of your supplier function? B) Are you familiar with and can you comply with military packaging requirements? C) Are you familiar with and can you comply with military product marking requirements? 4) Data Management A) What type of data systems do you currently use and do you see any concerns with integrating your IT systems with other industry partners and government agencies? B) Can you process electronic transmissions? 5) Sources of Supply A) What types of fastener items do you regularly supply? B) Are the proposed items aligned with the product mix that you support? If not, is the list broader or narrower than the mix of items that you regularly provide? C) Please identify whether you are a manufacturer, non-manufacturer, or other. D) What percentage of your product line is manufactured by your company? 6) Small Business Size Classification A) Indicate if your firm is a small business firm. The NAICS codes and business sizes for this initiative are: NAICS 332722 -500 employees NAICS 332618 - 500 employees (FSC 5315 only) B) Does your company qualify in any small business sub-category? (i.e. 8(a), HUBZone, SDVOSB, WOSB) C) If your company is considered a Small Business under the proposed NAICS codes, do you foresee any impediments in support of this initiative due to business size? 7) General Business Information A) Do you think this type effort could be best supported under an integrator and/or logistics initiatives. B) Identify any foreseeable constraints within current manufacturing capabilities. C) What do you envision as the major risk areas associated with this effort and how would you mitigate those risks? D) What would be your proposed solution to support this effort? E) To the extent applicable, how can we leverage the commercial market? F) Please provide any additional feedback you feel is relevant to this initiative.
