- The U.S. Army Contracting Command, Joint Munitions & Lethality ContractingCenter, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of theProject Manager for Combat Ammunition Systems is conducting a market survey toidentify potential sources capable of manufacturing and delivering one million(1,000,000) M220 Propelling Charges prior to 31 May 2011 and/or eight hundredthousand (800,000) M204 Propelling Charges prior to Sept 2012. Deliveries forthe M220 propelling charges would need to commence in October 2010 with aminimum required production capability of 160,000 units per month. Deliveries for the M204 propelling charges would need to commence in May 2012with a minimum required production capability of 160,000 units per month.The M220 Propelling Charges consist of two (2) components: a molded felted fiber nitrocellulose case (increment container) and (M38) ball powder propellant. The M204 Propelling Charges also consist of two (2) components: a molded felted fiber nitrocellulose case (increment container) and M10 flake powder propellant. The propellant is loaded into the increment container and then sealed, which makes up the completed propelling charge. The propelling charge is placed over the fin. When the ignition cartridge is ignited, it flashes through the holes in the fin assembly and sets off the propellantcharges. The burning of the increment container and propellant produces thegas pressure to force the mortar cartridge out of the tube and down range. The M220 propelling charge supports the M889A1/M889A2/M821A2 81mm highexplosive cartridges and the M879 81mm full range practice cartridge and theM204 propelling charge supports the M888 60mm high explosive cartridge and theM722A1 60mm WP Smoke cartridge.Interested sources should demonstrate that they currently possess the experience and capability, necessary to fabricate, assemble and inspect the referenced quantities of propelling charges and deliver to Load Assembly and Pack facility prior to required date. Interested sources should also possess the necessary equipment, facilities and tooling required to fabricate and deliver these propelling charges at a high rate of production. Interested sources should also possess capability to obtain safety clearance to handle up to Hazard Class 1.3 explosives/hazardous components. Interested firms should provide a summary of their companys capabilities including parent organizations, name/address/point of contact identification, capabilities, a description of facilities/equipment, manufacturing processes, inspection capability, personnel, past experience as a propelling charge manufacturer, proven monthly production capacity and/or potential capacity, possible partnering/teaming arrangements and whether the company is a large or small business. The market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. The Government will utilize information provided for planning purposes only. All information submitted will be provided at no cost to the Government and will be held in confidential status.
