Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. The work includes work on and around the exterior of Building 249, Fort Myer, Virginia, an historic structure. The work includes, but is not limited to, the demolition of two brick faced concrete stair/porches on the east face of the building, a wood framed porch and stair and its brick support piers in the west courtyard, and the entire masonry stair tower at the southwest corner of the building, including its basement. New work includes, but is not limited to, repointing brick joints, the construction of a new wood framed two-story porch on the entire east face of the building and a new one-story wood framed porch on the west courtyard, both with concrete foundations, brick faced masonry piers and standing seam metal roofs. Site work includes, but is not limited to, the removal of existing large trees, landscaping, seeding and sodding, the replacement of existing sanitary sewer pipe from the building face to the sewer in the street, water meters for an existing 4-inch water line and a new 6-inch fire pump supply line, rerouting the existing electric supply duct bank, removal and replacement of concrete sidewalks, the replacement of the paving of McComb Place and adjacent to the building with concrete pavers and sub-paving, the provision of a curb-cut adjacent to a small driveway west of the building for drop-off and pick-up, and the paving of the west courtyard with concrete pavers and incidental related work.
