- This publication serves as notice of intent to procure supplies for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), SHIP Hi'ialakai located in Honolulu, HI on a sole source basis with Exxon Mobil Oil Corporation. The government intends to acquire supplies using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will supply 1980 gallons of Mobilgard 312 and 400 gallons of EAL 224H Bio-lubricant for delivery to NOAA Ship Hi'ialakai in Honolulu, HI on April 27 and 28, 2010. Mobilgard 312 is the only lubricating oil used aboard Hi'ialakai since NOAA took possession of the ship. It is strongly recommended to use Mobilguard 312 in the main propulsion diesel generators of the NOAA Ship Hi'ialakai. In the winter of 2009, NOAA Ship Hi'ialakai converted the hydraulic fluid in the crane and davits to Mobil's bio-lubricant. Interested vendors may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
