Description
United States Government, represented by the U.S. Agency for International Development (USAID) is pleased to announce an exciting job opportunity for a motivated individual to serve as the Development Assistance Specialist (Commodities Logistics Advisor) for the HIV/AIDS & TB Team in USAID/Nigeria's Investing in People Office. The Commodities Logistics Advisor (The Specialist) plays a critical role in ensuring that approved drugs and supplies such as ARTs, HIV test kits, and laboratory supplies are constantly available to target populations in Nigeria and coordinated with the Government of Nigeria (GoN) frameworks. The Specialist provides essential support to HIV/AIDS & TB Team requirements for Supply Chain Management by overseeing the SCMS contract, and other implementing partners (IPs) as appropriate, and further strengthens USG PEPFAR supply chain objectives in Nigeria. The Specialist oversees the strengthening and streamlining of an integrated public-sector procurement and distribution system that incorporates essential drugs for HIV/AIDs related ailments. The Specialist takes the lead on managerial, technical, and policy oversight for USG HIV/AIDS & TB supply chain services support in Nigeria in coordination with all PEPFAR agencies in the host country. The Specialist works to integrate all logistical components into PEPFAR strategies and plans. The Specialist provides policy, strategic, and technical advice and expertise to the HIV/AIDS & TB Team and the broader PEPFAR interagency team. The contractor shall report directly to the HIV/AIDS & TB Health Systems Strengthening Advisor with the following specific responsibilities: (1) coordinate drug procurement into Nigeria in conformity with USG HIV/AIDS & TB Team strategy; (2) Coordinate with other commodity-import activities, i.e. safe blood transfusion etc; (3) Provide strategic and technical leadership in HIV/AIDS & TB Supply Chain Management by providing coordination and leadership to interagency PEPFAR logistics; and (4) Provide programmatic and financial oversight, assuring that suitable management information and impact monitoring and reporting systems are in place.
