- Solicitation Number: 2008-N-10217-1 Notice Type: Special Notice Sole Source Justification Synopsis: THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROGRAM. This is a Special Notice announcement for the contemplated modification 00002 under contract no. 200-2008-25794 awarded to WESTAT, Inc., Rockville, Maryland. The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Division of Adolescent and School Health (DASH), has a contract with WESTAT under the subject contract number for the Youth Risk Behavior Surveillance System (YRBSS). The system was developed to monitor priority health risk behaviors that contribute to the leading causes of mortality, morbidity, and social problems among youth and young adults in the United States. The YRBSS monitors six categories of behaviors: 1) behaviors that contribute to unintentional injury and violence; 2) tobacco use; 3) alcohol and other drug use; 4) sexual behaviors that contribute to unintended pregnancy and sexually transmitted diseases, including HIV infection; 5) dietary behaviors; and 6) physical inactivity. The YRBS consists of biennial national, state, territorial, and local school-based surveys of representative samples of 9th through 12th grade students. The school-based surveys are conducted by state, local, and territorial education and health agencies (sites) as part of a cooperative agreement (CDC-RFA-DP08-801) with CDC/NCCDPHP/DASH and as part of cooperative agreement (04-234) with CDC/ NCCDPHP, Division of Adult and Community Health (DACH) under ARRA. The proposed modification will provide Recovery Act/Communities Putting Prevention to Work (CPPW)-funded communities with "technical assistance to establish, maintain, and compile data for youth as identified under Phase VI". Evaluation plans may draw from YRBS and other sources, as locally appropriate, based on the interventions implemented by communities. This is not a request for competitive proposals, nor is a solicitation available. The Request for Modification Proposal will be issued to the current contract holder, WESTAT.
