Description
The Missile Defense Agency (MDA) has a requirement for Standard Missile-3 (SM-3) systems engineering and development efforts. This requirement is a part of the Aegis Ballistic Missile Defense (BMD) program element (MDA/AB). MDA intends to award a sole source contract to Raytheon Missile Systems (RMS), Tucson, Arizona, to provide the necessary engineering services and material for systems engineering, design, development, fabrication, test equipment, ground and flight tests, along with documentation support and assistance in the transition to production for the SM-3 program. RMS, or its predecessors, have been the All Up Round Design Agent for all Standard Missile variants since 1966. It is the only source that currently possesses the indepth technical knowledge of the system requirements to satisfactorily perform the work contemplated herein. No other source has access to the proprietary data, resident expertise, and resources to perform the described effort, nor will any other supplier or source satisfy MDA requirements. This expertise cannot be attained by any other contractor within the anticipated period of performance without incurring a substantial duplication of costs and an unacceptable delay in fulfilling agency requirements. The anticipated period of performance is for six (6) years after contract award. The proposed contract action is for system engineering expertise for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304 (c)(1) as implemented in Federal Acquisition Regulation 6.302. This notice of intent is not a request for competitive proposals. Companies interested in subcontracting opportunities should contact RMS directly. See note 22.
