- WRRD Trail Maintenance The U.S. Forest Service, EWAG, servicing the Okanogan-Wenatchee NF has a requirement for the removal of logs and windfall on trails located in and adjacent to the Alpine Lakes, Glacier Peak and Henry M. Jackson Wilderness Areas. There will be two project areas for this contract: Project Area 1: Alpine Lakes Wilderness Area; Project Area 2: Glacier Peak and Henry M. Jackson Wilderness Areas. These project areas are located on the Wenatchee River Ranger District of the Okanogan-Wenatchee National Forest. It is anticipated there will be no more than 253 miles of work for Project Area 1 and 252 miles of work for Project Area 2. Logout maintenance in the Wilderness area shall be accomplished using primitive skills. The use or possession of motorized or mechanized equipment is prohibited within the Wilderness Area. Chainsaws and power equipment may be used on the non-Wilderness portions of the trails listed in the Schedule of Items and Trail Listing. Contractor shall furnish all supplies, materials, tools, equipment, labor, supervision and transportation to complete the project on time and within schedule in compliance with specifications. Each week, unless otherwise approved, the Contractor shall report his location and progress of work in writing to the Contracting Officer's Representative (COR) to permit timely inspection and acceptance of completed work by the Government. Award will be made in sufficient time for planning and preparation with on-site work to start on or about June 1, 2010. It is anticipated this will be a two year contract covering both FY-2010 and FY-2011. All project work shall be completed before September 1st of the applicable year. A firm-fixed price contract is contemplated requiring submission of both past performance and price. Award will be made to the offeror whose proposal offers the best value to the Government. This acquisition is determined to be under the Small Business Competitiveness Demonstration Program and posted for 100% small business concerns. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and wage rates will be posted to the https://www.fbo.gov/ website on or about April 8, 2010. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the Request for Proposal package and any applicable amendments, offerors must download them from the https://www.fbo.gov/ website.
