- PWD Philadelphia, NAVFAC Mid-Atlantic will be issuing Solicitation N40085-10-Q-5882, for Development and Implementation of a Crane Operator Training Program at the Philadelphia Navy Yard, Philadelphia, PA. The scope of the work required by the base bid item is to train and prepare two Government personnel to be certified as a CAT II Crane Operator in a one year period meeting the identified criteria, course objectives and course curriculum. This course is designed to train the students in all phases of categories II (bridge cranes) and III crane operations. Upon completion the student will be licensed to operate all Category II and III Cranes service by the PWD PA and their Supported Commands. Reference Far 9.104-2(a), Special Standards, provides in part, that "when it is necessary for a particular acquisition., the contracting officer shall develop. special standards of responsibility. Special standards may be particularly desirable when experience has demonstrated that unusual expertise or specialized facilities are needed for adequate contract performance. The special standards shall be set forth in the solicitation and shall apply to all offerors." It is essential that the Navy obtain a contractor who is qualified in training all phases of category I, II, and III cranes and specifically, expertise in specialized foundry operations, as annotated below, and is essential in order to obtain a contractor who is knowledgeable in crane safety, rigging, mechanics, and operator training. For the contractor performing the category of work indicated, the minimum experience/qualifications must be demonstrated. It is of the utmost importance that bidder demonstrate prior to award, minimum five (5) years experience as a certified Naval Facilities Engineering Command Navy Crane Center Trainer. In addition and prior to award, it is essential that the apparent low bidder be required to furnish the following information: 1. Specialized Experience. Contractors shall be evaluated in terms of their past experience with regard to:Minimum of three (3) years experience in a foundry operation that includes pours in excess of 100 thousand pounds of molten metal. 2. At the time of submission of bids, bidders shall be required to submit the following information as part of their bid documents: (a) Evidence that the contractor has had at a minimum five (5) years experience as a certified Naval Facilities Engineering Command Navy Crane Center Trainer. (b) Evidence of teaching ability and familiarity with all phases of category I, II, and III cranes. (C) Five (5) years prior experience as a certified category I, II, and III crane operator, which shall include a minimum of three (3) years experience in a foundry operation. Note: These qualifications are minimum qualifications; bidders may submit additional relevant information regarding its experience and ability to perform the specialized work required by this contract.
