Description
The Department of the Army, HQ, U.S. Army Contracting Command, Joint Munitions and Lethality (ACC JM&L), Picatinny Arsenal, N.J. 07806-5000 intends to solicit and negotiate, on a sole source basis, with Trijicon Inc. 49385 Shafer Avenue, Wixom, Michigan 48393, an Indefinite Delivery/Indefinite Quantity (IDIQ) service contract, under approved authority of 10 U.S.C. 2304 (c)(1); Ref FAR 6.302-1(a)(2)(iii)(A). This procurement is for repairs not covered by the commercial Lifetime Limited Warranty, and upgrades to the M150 (NSN #1240-01-557-1897) and TA31-M4 (NSN# 1240-01-534-1114) Advanced Combat Optical Gun sights (ACOG), which were previously manufactured by Trijicon, Inc. and purchased under contract W15QKN-07-D-0012. Task orders will be issued on a Firm Fixed Price (FFP) basis. The minimum ordering obligation is $500,000.00 and the total contract maximum is $11,191,753.00. Repairs would constitute performing evaluations and adjustments, as necessary, to return the ACOGs up to the required form, fit, function and product specifications, not covered by the Warranty. Upgrades would be to replace the windage (Az) and elevation (El) adjuster component contained in the current Trijicon, Inc. Technical Data Package (TDP). In order to repair and/or upgrade the ACOGs a company would need to have: (1) an up-to-date and complete Trijicon, Inc. Technical Data Package (TDP); (2) a valid Nuclear Regulatory Commission (NRC) license to handle Tritium and meet proper disposal regulations, as necessary.; (3) optical test, alignment, and calibration equipment; (4) technicians trained in ACOG diagnostics, repair procedures and repair certification process expertise; and (5) have in stock the required spare parts that are the exact Original Equipment Manufacturer (OEM) replacements or spare parts that are validated to be optically and mechanically equivalent to those utilized by the OEM (Trijicon, Inc.).
