Questionnaire to assist in providing requested information Elevations depciting size of building This "Sources Sought" Notice is being issued for informational purposes only and should not be construed as a solicitation or as an obligation on the part of the U.S. Department of Agriculture (USDA) Agricultural Research Service (ARS) South Atlantic Area (SAA). The SAA is conducting a market survey to identify the availability, interest, and capabilities of qualified members of the Small Business community [Small Businesses, Service-Disabled Veteran-Owned Small Businesses, Historically Underutilized Business Zone businesses, and certified 8(a) firms] as potential sources of services for the project described below. The North American Industry Classification System (NAICS) code for this acquisition is 238140, Masonry Contractors. (This industry comprises establishments primarily engaged in masonry work, stone setting, brick laying, and other stone work. The work performed may include new work, additions, alterations, maintenance, and repairs.) The small business size standard is $14,000,000 average annual receipts for the last three years. The project is entitled RRC Cleaning, Caulking, and Sealing, Athens, Georgia. The project primarily includes repairing of limestone and caulking, and cleaning and resealing of the exterior limestone panels on the Russell Research Center in Athens. The building was erected in the late 1960's and limestone panels have therefore been in place for almost 50 years. Some repairs and joint sealant replacement work has occurred over the years, but a comprehensive effort is desirable at this time. Where possible, deteriorated panels are to be repaired. Both horizontal and vertical cracks are observable. In addition, the work is to include cleaning of all exterior windows. EXISTING CONDITIONS: The building is currently occupied and all work must be completed under this condition. As noted, the panels are nearly 50 years old and exhibit discoloration, joint failures, and horizontal and vertical cracking. Discoloration is presumed to result from a lack of sealing and exposure to the elements over time. Joint sealant failures are attributable to the age of the sealants and exposure, resulting in a loss of elasticity. Cracking also results from these conditions, as well as the methods in which panels were shimmed and secured. Joints are also considered to be slightly undersized at ¼" as normally they are closer to 3/8". The spacing cannot be revised at this time. Rust stains are not due to corrosion on steel supports as originally presumed, but rather a result of other conditions. The two most likely causes are moisture migration through the cement-rich parge coat on the back of the installed panels or iron ore inclusions in the stone itself. SCOPE OF NEW WORK: The new work is primarily repair, cleaning and sealing of the panels, along with washing of the windows. Panels will be repaired as budget will allow. The project will be awarded to one prime contractor. The magnitude of this project is estimated to be between $500,000 and $1,000,000. Interested firms or teams are invited to respond to this announcement by providing the following information: a) geographical location(s) of major and satellite offices; b) business size (large or small) and type of firm, such as 8(a) concern, HUBZone small business, small disadvantaged business, women-owned small business, or service-disabled veteran-owned small business; c) company literature/documentation supporting experience in projects of this size and scope; and d) experience in successfully completed projects of the nature of this project. It is very important to identify your business type as identified above. A document is attached to this notice to help you in gathering and providing some of the requested information; you are strongly encouraged to complete and submit this document (or use as a guide for submitting the requested information). NO SOLICITATION EXISTS, AND A FORMAL PROPOSAL IS NOT REQUESTED. THIS NOTICE IS INTENDED ONLY TO IDENTIFY SOURCES OF THE REQUIRED SERVICES TO ASSIST IN THE DETERMINATION OF THE TYPE SET-ASIDE THAT MIGHT BE USED. The Government does not intend to award a contract on the basis of this sources sought announcement. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. SPECIAL NOTICE: The Russell Research Center is a controlled-access facility. It is a minimum of eight stories high (in the front, with sub-basement and basement heights included at the rear). Your experience should identify not only the contracts for this type of limestone construction, but also buildings of this size. An attachment to this sources-sought announcement may help you determine the size of the building and some of the effort that might be required in the completion of the project. No site visits to the facility are allowed at this time. No calls or inquiries will be accepted in regards to the detailed requirements of the project. Interested vendors are requested to respond to this notice by April 5, 2010. The information about your firm shall be limited to no more than 10 pages.
