Description
RECOVERY: THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. The Bureau of Land Management, National Operations Center (NOC), intends to award a call/task order against the competitively awarded Blanket Purchase Agreement (BPA) for GCDB and Land Records Services to procure services for Control Document Index (CDI) verification and indexing at the Eastern States Office. The BPA being utilized is L10PA00578, and was awarded to Premier Data Services through GSA contract number GS-35F-0418K. The BPA was competed amongst GSA contract holders and Premier Data Services proved to provide the best value to the government. This opportunity is only available to the current BPA contract holder. This notice is not a solicitation for offers. The Request for Proposal (RFP) package will be sent to the designated BPA contract holder. This acquisition falls under North American Industry Classification System (NAICS) Code 518210. Below is a general description of the services required. The Bureau of Land Management (BLM) Eastern States Office within the U.S. Department of Interior (DOI) is the custodian of the original land title records that date back to the late 1700s. These land title records were issued by the General Land Office (GLO) starting soon after the United States became a republic. These include plats (drawings), field notes, patents (deeds), and tract books. The documents are of great historical value and are often the only source that offers the identification of legal land descriptions and the transfer of property ownership from the U.S. Government to private landowners. In 1989, the GLO Automation Records Project (GLOARP) was established. GLO Automation Records Process (GLOARS) currently uses Internet and imaging technologies to scan, index, and access the land title data and imaged copies of the documents. This system is a collection of subsystems consisting of the Automated Records System (ARS), for Internet access, Document Conversion System (DCS), which captures the images and data from the physical land patents, Cadastral Survey System (CSS), which captures images and data from the physical survey plats and field notes and Land Status Records System (LSR), which captures images and data from electronic images of existing Land Status records. GLOARS is a complete document management environment. The Bureau of Land Management requires contractor support for the indexing and verification of scanned Control Document Index into a new component of GLOARS called the CDI Application. This new application will be integrated with the current components in the support for the DCS, CSS, LSR, and ARS applications. The contractor will be required to verify that the scanned images reflect what is in the CDI database and maybe required to index documents or images that have not been scanned or that the data does not exist.
