- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ERDC Contracting Office intends to solicit under the authority of FAR 13.5. This procurement is being conducted under Simplified Acquisition Procedures --- only one responsible source and no other supplies or services will satisfy agency requirements.. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than Friday, 2 April 2010 11:00 A.M., CDT. Update Criteria for Use of Wider Range of Marginal Materials for Concrete Pavements Purpose The Airfields and Pavements Branch (APB) of the U.S. Army Corps of Engineers Geotechnical and Structures Laboratory is working with the U.S. Air Force Civil Engineering Support Agency (AFCESA) to evaluate the use of marginal materials in Unified Facilities Criteria (UFC) concrete paving mixtures. Under this project, APB will investigate and analyze material properties effects on pavement by small scale laboratory testing and trafficked field performance testing. The overall objective of this project is to update UFC 03-250-04 to include the use of a wider range of marginal materials in concrete pavements. Work 15 different aggregate materials have been selected for project use, where these different aggregates will be blended together to form the complete array of combinations needed. These aggregates are described in table 1. A Corps of Engineers certified laboratory is required to conduct laboratory tests on the 15 unblended fine and coarse concrete aggregate samples, where the laboratory is sufficient in at least 85 percent of the tests listed. Any laboratory that is sufficient in ASTM C131 is considered sufficient in ASTM C535 for this project, however the C535 procedure must be used for the specified aggregate testing. All aggregate samples will be taken by APB following ASTM D75 and provided to the aggregate testing contractor in labeled containers. All testing of the provided aggregates is required to be start within one week of sample delivery and completed by April 30, 2010. Additional testing of more materials may be required. Therefore, an option should be included to test 10 additional materials if needed.
