Description
The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD), China Lake, CA intends to issue a modification to extend the period of performance on an existing contract on an other than full and open competition basis. This action will extend the period of performance of the current contract from 17 October 10 through 17 April 12. There will be no increase to the level of effort or dollar value of the contract. The contract provides System Configuration Sets (SCS) Support to continually upgrade the AV-8B aircraft weapons system for the United States Marine Corps (USMC) through a series of spiral SCS developments. An SCS is a combination of software and hardware configuration items (CIs) that are integrated into a previously deployed baseline configuration and are delivered to the Fleet as highly integrated software and hardware packages. FOB Destination. This procurement is a sole source to McDonnell Douglas Corporation, a wholly owned subsidiary of The Boeing Company, P.O. Box 516, St. Louis, MO 63166. As the sole developer and manufacturer of the aircraft, Boeing performed the engineering design and software development for the tactical software and integration of the avionics into the aircraft weapon system and all associated aircraft weapons system upgrades. As system war fighting capability is enhanced through the addition of new sensors and weapons, integration becomes increasingly complex. The increased complexity requires Boeing's experienced resources. Only Boeing can insure compatibility between software and aircraft systems due to on-going changes, upgrades, and system enhancements that are made to fleet aircraft. No solicitation will be issued; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 15 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardships. All responsible sources may submit a proposal, which shall be considered by the agency. Responses and requests shall be submitted by email to jennifer.corcoran@navy.mil or to Commander, Code 210000D (J. Corcoran), NAVAIR WD, 429 E. Bowen Rd, MS 4015, China Lake, CA 93555-6108. Award is anticipated on or about 11 August 2010See numbered notes 22 and 26.
