Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute on Mental Health (NIMH) intends to negotiate and award a sole source purchase order to Kristin Nicodemus. Dr. Nicodemus will continue to serve as a statistical genetics consultant to the NIMH. Specifically, she will continue to undertake analysis work on the NRG3 and PRODH pathways and risk for schizophrenia and will complete manuscript writing on these pathways. Dr. Nicodemus will also continue to serve as an advisor on machine learning strategies. She will continue to provide statistical interpretation and advice to members of the NIMH when requested. Additional tasks include completing extensive simulation and analysis work on machine learning algorithms. Finally, Dr. Nicodemus will continue to perform analyses and manuscript preparations for the European American Ancestry Informative Marker (AIM) panel and suggest ways in which this panel may be used by researchers at the GCAP to control for population stratification in applied anises using the CBDB sample and the German case-control sample commonly used to replicate results obtained by the CBDB Sibling Study Dr. Nicodemus has extensive knowledge of the database and statistical analyses on the data. She also has particular statistical expertise in machine learning algorithms that are difficult to find combined with the knowledge of statistical genetics. She is currently completing analyses of the NRG1 genetic pathway and had previously worked on the PRODH genes. The period of performance is 1 year with 1 option year with the anticipation of 250 hours per annum. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
