- The U.S. Department of Labor is seeking qualified contractors that can provide design and analytical support for research and evaluation activities undertaken by the Employment and Training Administration’s (ETA). We are looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate all programs under which you meet the criteria. ETA in supporting its goal to inform the development of workforce policies and investments and support the continuous improvement of the public workforce investment system by analyzing, formulating, and recommending legislative changes and options for policy initiatives. ETA seeks strategic approaches to improve performance and outcomes through research, demonstrations, and the evaluation of ETA programs. These activities can be related to existing programs, the exploration of new initiatives and policy analysis related to both. These activities also may include collaboration with other federal agencies, such as the Departments of Education, and Health and Human Services among others. The contractor will be responsible for carrying out research and evaluation activities and delivering a variety of evaluation products. Activities undertaken as part of this contract include, but are not limited to, developing evaluation design reports, conducting data collection activities, analyzing data, developing reports, convening meetings, and providing briefings to executive-level federal staff. The contractor must be able to develop and implement an appropriate, rigorous, and feasible evaluation design based on the type of initiative that will be evaluated, and prepare reports based on qualitative and empirical analysis of the data collected. All contractors responding to this announcement must demonstrate their experience in the aforementioned work. Pertinent factors for consideration of qualifications are the primary contractor’s demonstrated experience with the following: (1)Publishing peer reviewed articles, research and evaluation reports; (2)Serving as a co-principal investigator for the development of at least two of the following evaluation designs: (a) implementation study; (b) outcomes study; (c) random assignment impacts study; and (d) quasi-experimental impacts study; (3)Collecting participant-level administrative data from state agencies, and local workforce investment boards; (4)Collecting wage and other administrative data from state workforce agencies, including entering into data sharing agreements with state workforce agencies; (5)Supporting the design and implementation of a survey, including computer-assisted telephone interviews (CATI) survey; (6)Supporting the design and coding of participant tracking systems; (7)Designing and conducting focus groups of public workforce system clients; (8)Developing documents to support the data collection clearance process with the Office of Management and Budget; (9)Serving as a co-principle investigator for analyzing data and developing a final evaluation report for at least two types of the following evaluation types: (a) implementation study; (b) outcomes study; (c) random assignment impacts study; and (d) quasi-experimental impacts study; (10)Supporting the design and administration of random assignment as part of an impact evaluation; (11)Serving as a presenter in oral briefings to executive-level federal staff; (12)Supporting the development of restricted and unrestricted public datasets; (13)Guaranteeing the security of data in accordance with NIST Standards; (14)Demonstrating capacity to undertake and manage simultaneously, several small to medium scale research and evaluation efforts (as described in factors 1 – 14 above) through the application of existing and/or contracted staff; (15)Demonstrating ability to enlist consultants who are recognized experts; All interested parties are invited to submit a capabilities statement, to Ms. Vera Montague, Contracting Specialist, Division of Contract Services, 200 Constitution Avenue, NW, Room N4655, Washington, DC 20210. Responses are due April 2, 2010 by 2 p.m. EST. Electronic copies of capability statements are preferred and may be emailed to montague.vera@dol.gov. The response must be specific to each of the qualifications listed above to demonstrate that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
