- The Center for Disease Control and Prevention (CDC), National Center for Eviromental Health (NCEH), Division of Labortory Sciences (DLS), intends to award a sole source purchase order to Analytical Reference Materials International Corporation, 700 Corporate Circle, Sutie A, Golden, CO 80401-5636. The authority for this sole source is FAR Part 6.302-1. The NAICS code is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. The work involved with this project is for the contractor to provide: 1) ETV-4000c unit, 2) Integrated Autosampler, 3) Autotransformer, 4) Spare Parts Kit, 5) Graphite turntable, 6) Premium pyrolytically coated graphite tubes; and, 7) a recirculation chiller. The specific objective is to obtain vaporization instruments to meet lab requirements. Analytical Reference Materials International Corporation is the only responsible source capable of providing a system that is designed specifically for interface with a Magnetic Sector Inductively Coupled Plasma-Mass Spectrometer (ICP-MS). The instrument is also capable of introduction of both, a carrier and reactive gas rather than utilizing argon alone. The instrument utilizes high quality pyrolytically coated graphite heating compartment tubes rather than tungsten alloy heating sources that contribute metals background and interfere with metals analyses in tobacco smoke. It has at the end of its graphite tube, an additional Argon-stream (bypass-gas), added to transform any halogenized vapour into a dry and saturated aerosol and protect the cooler terminal of the tube to prevent metal halide condensation that otherwise would create signal-disturbing memory efforts and double peaks. The furnace is powered by a programmable computer-controlled power supply for various temperature-programs up to 3000C. The software permits easy programming. This system also has a graphite autosampler rather than permitting only manual sample loading. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Analytical Reference Materials International Corporation. However, firms that believe they can provide these services/supplies are encouraged to identify themselves and give written notice to the Contract Specialist by April 14, 2010. A determination by the Contracting Officer not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
