- THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. This notice is for planning purposes only and DOES NOT COMMIT the U.S. Government to provide compensation for information requested nor does it commit the U.S. Government to issue a solicitation or award a contract. This notice does not provide any direction nor does it change any contractual obligations to sources currently under contract with the U.S. Government. Scope: Upgrade 16 each EMD CICUs to the latest production configuration. Upgrade 11 each ALM cards from revision F to revision H. ALM cards are an integral component of the CICU and will be used as spares to support CICU failures. Upgraded EMD CICUs will become operational assets for use in A10C Aircraft as flight requirements occur. Contractor must have extensive knowledge of CICU and ALM functional requirements and interfaces as the U.S. Government possesses limited data rights. Contractor must have access to latest A-10 CICU/ALM configuration data, design documentation and test equipment. Contractor must have expert knowledge of weapon systems functions and interfaces on the A-10 Aircraft with emphasis on critical procedures for weapon system armament and delivery. Background: EMD CICUs and ALM cards were developed as early engineering models in support of design, test and qualification of the A-10 Precision Engagement (PE) modification. These early assets need to be upgraded to operational flight readiness configuration in order to support increased failures of the CICU in the field. EMD models consist of early versions of software and firmware and may have circuits that contain jumper wire connections, outdated circuit paths, outdated components/modules, outdated connectors and early engineering versions of mounting hardware. Contract Requirements: It is the intent of the Government of Firm Fix Price (FFP) this requirement. Period of Performance is not to exceed 12 months from Contract Award (CA) Date. Deliveries of upgraded CICUs and ALM cards should begin approximately 8 months after CA and complete at the end of the 12 month period. Instructions to Interested Sources: This Sources Sought synopsis is an invitation for all qualified sources for this requirement to identify themselves to the U.S. Government as a potential offeror. All interested sources should submit a response to the U.S. Government Contracting Primary Point of Contact listed below. Please include a statement of interest and a brief company profile highlighting relevant experience and qualifications relating to the capability to accomplish the specified work requirements. Please also note any prior experience with U.S. Government contracts. Please limit responses to no more than 10 pages. Any information provided to the U.S. Government in response to this synopsis is for planning purposes only and will not be used as a selection consideration factor in this or any other U.S. Government contract competition. Should the U.S. Government elect to pursue the subject requirement, an official Request for Proposal will be released at a later date.
