- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health, National Institute of Nursing Research, intend to negotiate and award a purchase order on a noncompetitive basis to Illumina, Inc. 9885 Towne Centre Drive, San Diego, CA 92121-1975. This is to provide computer server hardware installation and preconfiguration for the existing Illumina Genome Sequencer Analyzer purchased for research purposes. The sole source determination is based on the fact that the National Institute of Nursing Research purchased the Illumina Genome Sequencer Analyzer for research. Several hardware components are required to operate the existing sequencer analyzer. The Genome Analyzer Pipeline server is to be used for the analysis of the images produced from a Genome Sequencer run. The pipeline server that is needed will be directly connected to the sequencer instrument. The HP Proliant server offered through Illumina meets all the hardware specifications required to receive up to 9 terabytes of sequencer data, then analyzes the images produced by the sequencer. The Illumina software which generates the analysis results is specifically designed and engineered to run on the Illumina HP Proliant. Illumina software includes setup programs (scripts) written specifically for the HP Proliant. Illumina will provide the maintenance on the server, includes patches and software updates. Configuring the Genome Sequence Analyzer with the Pipeline requires a high level of technical knowledge which Illumina has trained staff members to setup and maintain the Instrument and Pipeline server. This is the only server that Illumina supports and operates their software. The North American Industry Classification (NAICS) Code is 334516 and the Size Standard in number of employees is 500. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis for consideration in any future requirements. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
