Description
As an update to this Presolicitation, Sustainment-Restoration-Modernization, SRM, Projects PRQE072342 Demolish Buildings 43 and 47 and PRQE082631 Construct INTEL Parking will be bid as one project and awarded as one complete and separate stand alone SRM Contract. The bid window for this project will coincide with that of the MILCON Project PRQE 089032 B37 & B49 TFI – Upgrade DCGS Facilities, located at McConnell Air Force Base, Wichita, Kansas, which will also be awarded as a single, firm fixed-price contract. The intent is to bid the two projects mentioned above simultaneously and award to the low bidder(s). Separate contracts will be written for each project and as such they may be awarded to two separate and distinct Contractors. Description The 184th IW, McConnell AFB, Wichita, Kansas intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price contract to provide all labor, transportation, materials, tools, equipment and supervision necessary for the construction of PRQE 089032 Building 37 and B49 – Total Force Initiative (TFI) Upgrade Distributed Common Ground System (DCGS), located at McConnell Air Force Base, Wichita, Kansas, in accordance with plans and specifications to be posted on or about April 9, 2010. Magnitude of this project is approximately between $5,000,000 and $10,000,000 contingent upon approved funding. Completion time is anticipated to take approximately 365 calendar days from Notice to Proceed. Project number is PRQE089032. The construction involves the interior remodel of two facilities and exterior site work associated with each. The two buildings being remodeled are Building 37, B37, and Building 49, B49. Building 37 is a 17,600 square foot, SF, facility that was once an aircraft jet engine shop and as such there are very few existing interior walls. The remodel will include installing a 4,190 SF Mezzanine which shall be utilized as office space. The entire facility will be converted to an office space and will include a complete replacement of all mechanical and electrical systems. There is a large amount of raised flooring also included in the project. The mechanical system base bid will include a cooling tower cooling and natural gas/propane boiler heating systems with individual package heat pumps throughout the facility. There will be an option on the mechanical system to go 100% Geothermal ground loop heating and cooling and eliminate the boilers and cooling towers. The remodel includes removal of and installation of new restroom/locker facilities. The electrical systems include all new electrical throughout the facility to include the transformers and switch gear. The electrical systems included shall be the power, lighting, fire alarm, mass notification, communications, and security systems. Also included in the base bid is to provide a secondary power feed from the Stand-by Power Plant, B16, to B37. The facility includes a large server room and operations areas that will require various communications circuits and cable tray. There are provisions in the base bid to incorporate a future self contained pad mounted Uninterruptable Power Supply, UPS, for the facility which shall be provided as a separate contract. The UPS Equipment shall be provided under a separate contract by the Government. Exterior work includes an option for a large asphalt parking lot south of the facility. It also includes providing various communication and power circuits into the facility. Building 49 is a 24,820 SF facility that is currently being utilized as an office building. This remodel will include removal of most interior walls and installation of new office areas. There is an option to utilize demountable wall panels in lieu of traditional construction techniques. The remodel includes removal of the existing restrooms and installation of a new restroom facility. There is also a renovation of the locker rooms and shower areas. The existing Plumbing system will be completely removed and replaced to include a new service entrance. The existing HVAC system is a Ground Source Heat Pump System which will be reutilized. The individual heat pumps will be removed, salvaged, and reinstalled in the new office configuration. The electrical systems will be completely demolished and new provided. The existing lights shall be removed, modified, and re-installed in the new office configuration. The electrical systems included shall be the power, lighting, fire alarm, mass notification, communications, and security systems. Exterior work includes removal of all concrete pavement surrounding the facility to 82 feet from the building perimeter. The following shall be awarded as a Single Firm Fixed Price Contract completely separate from the afore mentioned MILCON Project. This 365 day project is estimated to be in the range of $500,000 to $1,000,000 contingent upon approved funding. The SRM Project shall be PRQE072342 and PRQE082631: PRQE072342 Demolish Buildings 43 and 47 will demolish a 4,500 SF Fire Station. The building is currently being used as a small remote fire station and includes two large vehicle bays and a small office and living area. There is a basement Mechanical Room that will also be removed. The demolition will include some surrounding pavement and removal of the utilities back to the source. Building 47 is a small 15 ft x 18 ft metal building with concrete floor and foundation. PRQE082631 Construct INTEL Parking will include the removal of a large concrete parking area and the replacement with new asphalt parking with curb and gutter surrounding. The new parking area will include the area cleared by PRQE072342 Demolish Buildings 43 and 47. The curb and gutter required in the parking lot will need to be closely coordinated with the B49 Construction, PRQE089032.
