Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603 Streamlined solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. 6. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38. 7. This action is for Full and Open participation. 8. BID SCHEDULE: In accordance with attached Statement of Work Specifications: Conserve Interior Envelope of Historic Family Living Room at Thomas Edison's Home, Glenmont, at Thomas Edison National Historical Park In accordance with attached Statement of Work Award shall be made to the offeror whose quote offers the lowest priced, technically acceptable offer to the Government. The plaster walls have an applied canvas finish dating to 1923. This decorative treatment results in a top finish of a soft Louis XVI green colored paint (color name according to a 1923 invoice for the room) with gold highlights. The last painting of this room, on record, was in the year 1934. B.Contract will address loose/flaking paint surfaces, missing gold trim, cracking and bubbling of surfaces including fabric primer, loose plaster elements, discoloration due to patching (not in all areas), surface dirt, and a tear in the wall treatment located on the North wall (approximately 3" X 3" in size). Treatment will include (but not be limited to) some form of surface preparation followed by in-painting that requires an identical color match to the existing historic paint scheme. Surfaces shall not be stripped for the purpose of this project as all efforts will be made to maintain what exists of the original historic interior finishes of this room. This second floor room is located inside the Victorian home of Thomas A. Edison, in West Orange, New Jersey. Glenmont is part of Thomas Edison National Historical Park, a National Park Service site. It houses an original Edison owned collection with in-situ exhibits of period rooms as they appeared during the Edison era. Approximate length of room is 40 feet. Approximate width of room is 25 feet. Approximate work hours for project total 400 hours. C.Contractor must be a licensed conservator or demonstrate equivalent experience in order to be eligible for the job. Contractor is responsible for furnishing a conservation report to Thomas Edison National Historical Park upon completion of the project. Report will outline the procedures used to conserve this area and will include before and after photos detailing the conservation work. Bid by contractor includes cost of supplies to complete all work outlined by the project. Contractor is responsible for outlining suggested procedures and methodology for conservation work in bid proposal. D.On-site work/pick up/drop off/packing may only be done between the hours of 9:00 am and 5:00 pm, Monday through Friday, excluding holidays. Work is subject to weather conditions. Glenmont is open for guided tours at limited times during the week. Visitors may be observing you while you work. No food or drink is permissible within the home. Smoking is not permitted on the premises. All contractors will be escorted by a National Park Service employee at all times. E.Work is to be completed eight months from the date of the Notice to Proceed. The Notice to Proceed shall be issued after the contract has been awarded. 1-2LOCATIONS: A.On-site work will be completed at the following locations inside Thomas Edison National Historical Park: 1. Glenmont Estate in West Orange, New Jersey 1-3CONTRACTOR'S USE OF PREMISES: A.Contractor may park vehicles in the visitor parking lot adjacent to the site. B.Public restrooms will be available for the contract employees to use. C.All work shall be completed in such a way as to protect museum objects, historic structures, and non-historic materials within the home such as modern carpeting and like floor coverings as well as reproduction draperies. Contractor is responsible for preparation of work area in a manner which is sensitive to surrounding materials. Contractor is responsible for sealing off immediate work area in such a manner as to prevent dust from entering other areas within the home. 1.4WORK TOOLS AND MATERIALS A.The Government will furnish no materials or tools. All materials and tools shall be Contractor furnished from outside the park. 1.5SALVAGED MATERIALS A.Salvaged materials will be retained by Thomas Edison National Historical Park, unless otherwise authorized by the NPS. SECTION 2.0_______________________DEFINITION OF PROPOSAL ITEMS 2.1DESCRIPTION A.The intent of this section is to explain what is and what is not to be included in a proposal.B.Work on this project is subject to the Service Contract Act (services) 2.2Proposed Items Proposal shall consist of an itemized list of materials, estimated labor hours, number and type of employees, identify conservation techniques, and include a total cost. This will be a firm fixed price contract. 2.3Proposal Evaluation Factors Proposals shall be evaluated according to the following factors: A.Price - twenty five percentB.Past Performance - fifty percent C.Technical ability to do the work - twenty five percent SECTION 3.0___________________________________PROJECT MEETINGS 3.1The work shall include the schedule requirements before and during investigations. 3.2Pre-work Conference A.Prior to or concurrent with the Notice to Proceed the COR will arrange an on site meeting with the Contractor. B.The Pre-work meeting will cover the following:1.Park rules and regulations2.Authorized representatives3.Correspondence procedures4.Labor standards provisions5.Payroll reports6.Payments to contractor7.Documents required under contract8.Reserved9.Saturday, Sunday, holiday and night work10.Contractor quality control11.Safety plan12.Notice to Proceed13.Work schedule 3.3Progress Meetings A.The COR and Contractor shall meet informally B.Informal meetings may cover the following:1.Review of Contractor's Safety Plan2.Review of Work Progress, Problems, Decisions3.Planned work schedule4.Update Employee list with address and personal vehicle information.5.Other Business Relating to Work SECTION 4.0 SUBMITTALS 4.1The work of this section consists of submittal requirements before and during work.4.2During work progress the Contractor shall furnish upon requestA.Daily report detailing work attempted or accomplished4.4At the conclusion of the contract the Contract shall provide the following:A.A correct and complete invoice. SECTION 5.0 ACCIDENT PREVENTION 5.1All work on the site shall be in compliance with the applicable OSHA regulations. 5.2The Contractor shall submit site safety plans for each site and must attain the approval from the Park Safety Officer before a Notice to Proceed may be issued. Use of heat generating paint removal tools is prohibited in Glenmont. A format for a Safety Plan is available upon request. 5.3The Contractor shall establish and maintain an Accident Prevention Program. A.Ensure that employees are physically qualified to perform their assigned duties in a safe manner. B.Do not allow employees or volunteers to work whose ability or alertness is impaired due to conditions that may expose them or others to injury. CThe Program shall include:1.Name of person in charge of the program2.Safety meetings while on site3.First aid procedures4.Outline hazards associated with work5.Planning for possible emergency situations6.Housekeeping and clean-up7.Training initial and continuing. 5.4Accident Reporting A.Reportable Accidents is defined as death, occupational disease, traumatic injury to employees or public, property damage by accident in excess of $100, and wild land fires. B.For Reportable Accidents, call 911 and then immediately notify the Contracting Officer. C.All other Accidents the Contractor shall notify the Contracting Officer as soon as possible. D.The Contractor shall assist the Contracting Officer and other officials as required in the investigation of accidents. SECTION 6.0 REFERENCE STANDARDS Museum standards for experienced museum conservators. SECTION 7.0 CONTRACTOR QUALITY CONTROL 7.1The quality of all work shall be the responsibility of the Contractor. 7.1The National Park Service reserves the right to make changes to the Contractor's work methods, schedule, or staff in the event it is necessary to protect the archeological value of the work sites. SECTION 8.0 TEMPORARY CONTROLS 8.1Housekeeping A.Keep project sites neat, orderly and in a safe condition at all times. C.Provide for protection of historic structures, interior and exterior elements, and artifacts during on-site work. D.Take all necessary precautions to prevent damage during transport and off-site storage of museum artifacts. E.Adhere to all Park Regulations and National Park Service Museum Standards. SECTION 9.0 PROJECT CLOSEOUT 8.2Partial payments do not apply to this contract. 8.3Within 30 days upon completion and approval of all work submit a final and complete invoice and a signed release of claims form for payment.
