- Notice Information Solicitation: F04701-01-C-0001 Agency/Office: Air Force Space Command 483 N. Aviation Blvd. El Segundo, CA 90245 Location: SMC-Space and Missile Systems Center Anticipated Release Date: 1 April 2010 Title: Launch and Range Systems Wing (LRSW) Spacelift Range Systems Contract (SLRSC) addition of Instrumentation (IM) Projects Description(s): The Space and Missile Systems Center (SMC), Launch and Range Systems Wing (LRSW), Los Angeles Air Force Base, CA intends to modify the existing SLRS contract with ITT, Corporation, Systems Division, 1030 South Highway A1A, Bldg 989, Patrick AFB, FL 32925 to add several IM projects. The SLRSC provides for the sustainment and IM upgrades to the Eastern Range (ER) and Western Range (WR) communications, telemetry, and command and control systems located at Cape Canaveral Air Force Station and Vandenberg Air Force Base respectively. The current SLRS contract, F04701-01-C-0001, expires on 31 October 2010. The added projects are needed to satisfy the Wing's requirements to maintain and upgrade the ER and WR until the award of the Launch Test Range System (LTRS) Integrated Support Contract (LISC). LISC is anticipated to provide range operation services, maintenance and upgrade of both ER and WR. Currently, the LISC acquisition strategy is in development with an anticipated award date of late FY11. The SLRS projects will prevent unacceptable delays in critical range IM projects which ensure the Ranges are continuously ready to support National priority space launches. Project activities include Western Range Message Switching Phase II efforts, Global Positioning Satellite System Metric Tracking upgrades and some software depot projects. These projects will extend the contract performance up to 35 months. This action is being pursued on a sole source basis under the statutory authority of 10 U.S. C. 2304 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Government does not anticipate another offeror can meet the required project timelines. While this notice of intent is for information purposes only, and is not a request for competitive proposals, interested parties may identify their interest and technical capability, and submit information which shall be considered by the agency. Interested parties must show capability to fulfill the Government's immediate, short-term need for the projects described above. The notice expires 15 days after publication. The NAICS code for this effort is 541712 and the Small Business Size Standard is 1000 employees.
