RECOVERYTAS::14 1035::TAS RECOVERY YELL PMIS#20115 Amendment 1Yellowstone Troughs & WeirsSolicitation #: Q15761000104/1/10 SOLICITATION CLAUSES & PROVISIONS: Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders:Add the following clause to the list of incorporated clauses: "52.219-4" CONTRACTOR QUESTIONS AND GOVERNMENT RESPONSES: Question 1:Will field measuring be required at each location? Response:Yes Question 2:Are they (weirs & troughs) made the same and can I measure for all parts at one location? Response:No, all locations are a little different. Question 3:Are the weirs and troughs located at section lines 5-6 and B-C, drawing #101/41129B, sheet P-5, page 19 of 64? Response:Yes and between A and C design style between lines A and B for Grant Village only Question 4:Also located at section line 5-6, elevation 7789.67, sheet 23 of 64? Response:For Grant Village only Question 5:Is other equipment or materials being bid on other than the troughs and weirs? Response:Not at this time Question 6:Would it be possible to visit the site before bidding so that I may provide an accurate bid and scope of the project? Response:A site visit prior to the date proposals are due is not possible; thus offerors should base their proposals upon the solicitation documents Question 7:Do the details on page 26 of 64 give accurate detail of the troughs and weirs for all locations? Response:No, all locations are different. Question 7: Do you have a grade of stainless steel you are requiring, 304, 304L, 3/16, etc? Response:304 Question 8:The Statement of Work indicates there are four Water Treatment Plants (WTP) requiring replacement troughs & weir plates though the drawings do not confirm this or indicate which of the plants is represented by any particular drawing. Please confirm that there are (FOUR) WTP systems. Response:a)drawing no. 101/41129B Grant Villageb)drawing no. 101/41170A Canyonc)drawing no. 101/41122B Mammothd)drawing no. 101/41195A Old Faithful Question 9: The drawings Gallery Level Plan show a Settling Tank No.1 & No.2 and a Filter No.1 & No.2. This suggests that there are at each WTP (TWO) Settling Tank Troughs and (TWO) Filter Backwash Trough Assemblies. If there are (FOUR) WTP systems this would mean that the RFQ is for a total of (EIGHT) Settling Tank Troughs and (EIGHT) Filter Backwash Trough Assemblies. Please confirm or correct the quantities requested for quotation. Response:Mammoth:2 each Settling Basins2 each Filter Basins Canyon:2 each Settling Basins2 each Filter Basins Old Faithful:2 each Settling Basins2 each Filter Basins Grant Village:2 each Filter Basins Question 10:Please confirm that the quotation is for the supply of the Troughs & Weir Plates, Fasteners, and Gaskets only with no installation required. Response:Yes Question 11:Is the delivery to be to (ONE) unload location or multiple (FOUR?) Response:Multiple Question 12:The specifications state that the Troughs & Weir Plates are "slightly different at each location" and that there is a requirement to "Field verify existing conditions and measurements at each site prior to ordering materials and commencing any other work." Also stated is the requirement to "Construct and utilize protective decking...etc. (as needed)" This would, of course, add very substantially to the cost of providing the desired fabrications. Depending upon the nature of the "Slight Differences" there may be design adjustments for fabrication that would accommodate them for the field installer without incurring the cost of the described work. For example, if there were only a relatively small difference in lengths alone, a slip flange for field welding would accommodate the variations. Certainly having a local verification by NPS staff would be less costly than a contractor site visit with the mobilization, construction, & removal of protective decking, etc. Please comment upon the nature and expected magnitude of all anticipated differences in these troughs. Are you certain that the cost of this verification is desired in substantially inflating the costs of these fabrications as opposed to having the WTP staff verifying and providing the required information or of having your anticipated installation contractor performing this work? Response:Contractor to make their own measurements/verification before construction. Question 14:There is a statement in the solicitation " - Fabricate troughs and weirs from inch mill finished stainless steel." What is the dimension in reference to "inch"? Response: 1/4"
