The Institute of Education Sciences (IES) at the U.S. Department of Education (ED) is conducting a broad assessment of programs being implemented under the newly passed American Recovery and Reinvestment Act. As part of this effort, the U.S. Department of Education intends to award a hybrid contract to conduct an integrated evaluation of how states are using ARRA funds and whether there appears to be a relationship between the use of the funds and student outcomes. The main purpose of this evaluation is to determine how states, districts and schools are using ARRA funds and whether the use of these funds is associated with student outcomes. Information gathered shall address the following research questions: 1. Money: Which states/districts/schools get which program funds, when, and how much? What do they spend it on? How much overlap is there across ARRA funding streams in terms of who receives the funding or what grantees do with it? 2. Strategies: What efforts and activities are underway as a result of each of the ARRA programs and overall? What state policies are changing or being enacted? What specific interventions are districts and schools implementing? How do the strategies line up with the four assurances or with the specific strategies promoted by the different programs? 3. Implementation Process: How much coordination do states and districts report in the decision-making and planning for implementation across the various streams of funds? Are districts that receive funds directly (e.g., thru I3) employing strategies that are consistent with their state's policies and plans (e.g., under Race to the Top)? On an ongoing basis, what challenges do grantees face in enacting their plans and what successes have they had? 4. Outcomes: Is receiving more ARRA funds or certain types of funds associated with improvement in student outcomes or other key measures (e.g., more equitable distribution of teacher quality)? The base contract is for 48 months, with two options at ED's discretion that would extend the contract to 60 months. ARRA provides approximately $100 billion to the U.S. Department of Education, with the initial goal of delivering emergency education funding to states and investing in education and other essential public services to ensure the long-term economic health of the nation. A large part of this funding is intended to replace state revenues that may have been lost due to economic conditions. But at the same time, the ARRA funding is being used as an opportunity to spur innovation and reform at different levels of the U.S. educational system. To support these objectives, ARRA requires those receiving grant funds to commit to four core reforms (the four "assurances"): (1) adopting rigorous college-ready and career ready standards and high quality assessments, (2) establishing data systems and using data to improve performance, (3) increasing teacher effectiveness and the equitable distribution of effective teachers, and (4) turning around the lowest performing schools.
