Description
SOLICITATION NUMBER: N1940100642National Park Service Statue of Liberty N.M.Liberty Island/Ellis IslandJersey City, N.J. 07305POINT OF CONTACT: yeny_reyes@nps.gov Phone Number: 212-363-3206 ext 120 This solicitation is being issued as a 100% total set-aside for SMALL BUSINESS CONCERNS. The North American Industry Classification System (NAICS) code for this project is 336612 with a business size standard of 500 employees. This is a Commercial Buy pursuant to Federal Acquisition Regulations Part 12. Scope of work includes: It is the intention under the terms and conditions of this commercial buy to purchase one commercial steel, self propelled barge not less than 70 feet in length by approximately 24 feet beam with a 5 foot side. The vessel shall be new, previously built or be designed and manufacture for the Statue of Liberty National Monument, New York. This vessel will be used for transporting vehicles and freight for trips less than 30 minutes. This vessel will be used in salt-water applications only and it shall be designed to carry deck load of a minimum of 50 long tons. All materials used in the construction of this vessel shall be of the highest quality marine grade steel obtainable. Removal of a pilot house from the government owned NPS Vessel Liberty II and installed on the newly constructed barge is also required. PLEASE NOTE: All electrical, wires, hoses, lines, and other items that are installed on this vessel shall be of the U.S. Coast Guard approved type, neatly routed, secured tagged and obtainable for servicing. This vessel shall meet all U.S. Coast Guard regulations for freight carrying vessels. In accordance with FAR 5.102, availability of the solicitation will be limited to electronic medium. The solicitation will NOT be directly provided in a paper hard copy format or CD ROM. In accordance with FAR 5.102(a)(7), the availability of the solicitation will be limited to the Internet. When the solicitation is issued, the address for downloading the solicitation from the Internet is as follows: http://ideasec.nbc.gov. Downloading from the Internet is free of charge. Hard copies (paper sets) of the solicitation will not be provided by the Government. Notification of any change to this solicitation (amendments) shall be made only on the Internet. Therefore, it is the contractor's responsibility to check the Internet site for any posted changes to the solicitation, plans and specifications. The vessel shall be manufactured at a facility within 100 miles from Ellis Island, New York, allowing minimal loss of vessel operational time while the manufacturer makes appropiate corrections. The Commercial acquisition package will be issued on Thursday, April 16, 2010 and the date for receipt of proposal is 4:00 P.M. EST on May 16, 2010 at the National Park Service, Northeast Region, Statue of Liberty N.M. Ellis Island/Receiving Office, Jersey City, N.J. 07305, Attn: Procurement Office, Yeny Reyes. The estimated cost for this proucurement is between $500,000 and $1,000,000. Questions about the solicitation must be submitted in writing via email: yeny_reyes@nps.gov. Per the Debt Collection Improvement Act of 1996, all contractors are required to register in the Central Contractor Registration (CCR) Database. Be advised, failure to register in the CCR makes an offeror ineligible for award of contracts. Contractors must be registered in the Central Contractor Registration system in order to receive contract award. As a security precaution, vendors must register themselves through the on-line CCR system. Instructions are contained on the website for downloading solicitation and attachments. TELEPHONE OR FAX REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. Award will be made to the responsive responsible contractor based on technical proposal and price. Contractor awarded this contract will need to be listed on the Central Contractor Registration website at www.ccr.gov and have a current active registration. All information will be posted in the solicitation. A preproposal conference will be scheduled. The Period of Performance for this project is 210 calendar days from date of award.
