- Description
- NASA/DFRC has a requirement to establish a blanket purchase agreement (BPA) forengineering support of the Agency's Gulfstream III aircraft (sn 344, N804N). Supportincludes (but is not limited to) providing engineering and technical documentation,analysis on potential aircraft modifications, data sets and techical models, consultationand technical orders. The anticipated period of performance, including options, is 3years.NASA/DFRC intends to purchase this support from Gulfstream Aerospace Corp of Savannah,GA. Gulfstream was the original manufacturers, and is the only manufacturer, of theaircraft being modified. All required data are proprietary to Gulfstream; accordingly,they are the only organization that has the required information and data to support theengineering modifications anticipated for this aircraft. The only repository of therequired engineering information is the original and sole equipment manufacturer,Gulfstream Aerospace Corp.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 3:30 p.m. local timeon April 8, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
