- 1. DESCRIPTION OF INTENT: THIS IS A MARKET RESEARCH QUESTIONNAIRE REQUESTING INFORMATION IN SUPPORT OF A POTENTIAL REQUIREMENT. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a solicitation mailing list. Response to this questionnaire is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market research and any follow-on information requests. Data submitted in response to this market research will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. 2. GENERAL INFORMATION: The Government appreciates the time and effort taken to respond to this survey. The Government acknowledges its obligations under 18 U.S.C. 1905 to protect information qualifying as confidential under this statute. [To avoid possible confusion with the meaning of the term confidential in the context of Classified Information, we will use the term PROPRIETARY.] Pursuant to this statute, the Government is willing to accept any PROPRIETARY (e.g., trade secret) restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) PROPRIETARY with any explanatory text, so that the Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly proprietary (over breadth in marking inappropriate data as PROPRIETARY may diminish or eliminate the usefulness of your response - see item 6 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain. Data already in the possession of the Government will be protected in accordance with the Government's rights in the data. 4. Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the government, shall contain the PROPRIETARY legend, with any explanatory text, on both the cover of the transmittal and at the beginning of the file itself. Where appropriate for only portions of an electronic file, use the restrictive legends PROPRIETARY PORTION BEGINS: and PROPRIETARY PORTION ENDS. 5. In any reproductions of technical data or any portions thereof subject to asserted restrictions, the government shall also reproduce the asserted restriction legend and any explanatory text. 6. The Government sometimes uses support contractors in evaluating responses. Consequently, responses that contain proprietary information may receive only limited or no consideration since the Respondents marking of data as PROPRIETARY will preclude disclosure of same outside the Government and therefore will preclude disclosure to these support contractors assisting the evaluation effort. The Government will use its best efforts to evaluate those responses that contain proprietary information without using support contractors consistent with the resources available. 3. POTENTIAL REQUIREMENT: This Market Survey Questionnaire (MSQ) is prepared as part of a market investigation on commercial industry capability to satisfy US Army requirements for a for 40-horsepower (hp) outboard motors for 7-man and 12-man assault boats for the U.S. Army. The draft scope of work for the outboard motor is attached to this questionnaire. We require a commercial off the shelf motor. Any Offeror will be required to document commercial sales and testing. An immediate and urgent need exists for 40 HP outboard motors for 7-man and 12-man Assault Boats to support Special Forces during major theater war, stability and support operations and/or small scale contingency operations. Please answer all questions applicable to your products. Not all questions must to be answered. This is your opportunity to provide information that will be used to develop a final scope of work for this acquisition. Additionally, any supplemental information concerning the performance, human factors engineering/ safety, reliability/maintainability etc., of your products or any other literature concerning your companys warranty program, production longevity, dealership network, and reputation would be useful in this survey. Top level diagrams, drawings, pictures, and videos may also be submitted with this MSQ. 4. INSTRUCTIONS FOR COMPLETING THE QUESTIONNAIRE: a. Number each response with the appropriate question number. b. You do not have to repeat the question in your response. c. If you cannot answer a question, please indicate No Response. d. If a response will satisfy another question, state: See response to question XXX. e. Include relevant sales media and product manuals. If providing an ACROBAT formatted manual, annotate the manual to indicate which material is applicable to the questions. If preferred, include Internet Web links to locations where animations/videos may be viewed. f. If your sales media and/or manuals contain a restricted distribution statement, issue a release statement indicating that the restricted material may be distributed to Army personnel involved with this market research. g. C.2 Operating and Storage Environments: C.2.1 The motor shall be operable in temperatures from -10 degrees to + 130 degrees Fahrenheit and relative humidity of 100%. Components should be ruggedized to the extent necessary to reliable operation. C.2.2 The expected operating environments are near coastal, central waterways, and open water. All material should be compatible with fresh, brackish, and salt waters. C.3 Outboard Motor: The Outboard Motor 40 Horsepower shall be capable of bringing a fully loaded 7-man and 12-man assault boat (3,725 pounds ) to a plane and maintain that ability for an hour in open water. C.3.1 Minimum Outboard Motor Requirements: The motor shall be a 40 horsepower, submersible outboard motor that includes a noise suppression system. The motor shall be hand started and may use a combination of gasoline and oil mixture, JP5, JP8, or Diesel. The motor shall be capable of being submerged to a depth of 66 feet for at least12 hours during covert operations, brought to the surface, and placed in operation in less than 10 minutes. The motor shall contain a drain system in order to drain out any seawater that may have entered the motor during the submersion. The motor shall also contain a flush system that allows the operator to flush the engine cooling system with fresh water in order to prevent corrosion and to perform maintenance. The motor shall contain a mount system that allows it to be placed on the transom of the current 7-man and 12-man assault boats. The motor shall also have a trim system that allows the user to adjust the trim of the motor according to the weight of the boat and speed desired. The motor shall have a tilt system to allow the operator to raise and lock the lower portion of the motor completely out of the water. The outboard shall be delivered assembled with a noise suppression kit (noise damping jacket) which fits snugly over the external surfaces of the motor not to disrupt normal operating functions of the motor. The motor shall have a user adjustable throttle and have forward, reverse, and neutral gears. The motor shall not weight more than 150 pounds. The motor should have a drive shaft that is at least 20 inches long. The motor should contain an emergency) shut off switch that can be manually operated or automatically operated in the event the engine separates from the boat or operator. C.3.2 Durability: The outboard motor shall have a minimum five (5) year service life in the operating and storage environments listed above. C.3.3 Workmanship: Workmanship shall be of good commercial quality and shall conform to the latest standards and industry practices. Surfaces shall be smooth with edges rounded and leveled. The workmanship shall be such that the motor shall not be prevented from fulfilling the requirements of this scope of work. C.3.4 Operators Manual: CDRL A001: Commercial Off The Shelf (COTS) manuals shall be delivered.
