Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N62583-10-R-0364 and is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 97.19 and issued in accordance with FAR 13.5. This procurement is set-aside for Small Business; NAICS Code is 541330 and the small business standard is $4.5M. This procurement is for Pavement Inspection to be conducted at Marine Corps Air Station (MCAS) Miramar, CA and MCAS Quantico, VA. The Naval Facilities Engineering Services Center has requirement to conduct pavement condition survey procedure, commonly known as Pavement Condition Index (PCI), to determine the present conditions of surface at MCAS Miramar, CA and MCAS Quantico, VA. Details of tasks to be performed are included in the Statement of Work provided in attachment (1). The following are the Contract Line Item Numbers (CLIN) for this project: CLIN 0001 - Coordination Plan/Kick-off Mtg. for PCI Inspection (MCAS Miramar)CLIN 0002 - Build/update Pavement inventory using MicroPAVER (MCAS Miramar)CLIN 0003 - Data collection for PCI inspection (MCAS Miramar)CLIN 0004 - Data Interpretation/Analysis (MCAS Miramar)CLIN 0005 - Data Quality Assurance inspection (MCAS Miramar)CLIN 0006 - Technical Report from PCI Inspection (MCAS Miramar)CLIN 0007 - Monthly Progress Report (MCAS Miramar) CLIN 0008 - Coordination Plan/Kick-off Mtg. for PCI Inspection (MCAS Quantico)CLIN 0009 - Build/update Pavement inventory using MicroPAVER (MCAS Quantico)CLIN 0010 - Data collection for PCI inspection (MCAS Quantico)CLIN 0011 - Data Interpretation/Analysis (MCAS Quantico)CLIN 0012 - Data Quality Assurance inspection (MCAS Quantico)CLIN 0013 - Technical Report from PCI Inspection (MCAS Quantico)CLIN 0014 - Monthly Progress Report (MCAS Quantico) Delivery will be F.O.B. Destination to Naval Facilities Engineering Services Center, 1100 Pacific Road, Port Hueneme, CA 93043. The Period of Performance will be nine (9) months from date of contract award. Both provisions of FAR 52.212-1, Instruction to Offerors- Commercial Item [as modified in attachment (2)] and FAR 52.212-2, Evaluation-Commercial Items [as modified in attachment (3)] applies. Offerors are required to include a completed copy of the provisions of FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items, applies as well as FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following FAR clauses cited in 52.212-5 apply: 52.219-14, 52.219-23, 52.219-25; 52.222-26, 52.222-36, 52.232-33, 52.226-6 and 52.252-2. Additionally, the following clauses cited under DFAR clauses 252.212-7001 (Contract Terms and conditions required to implement statutes or Executive orders applicable to Defense acquisitions of commercial items) apply: 52.203-3, 252.203-7000, 252.227-7015, 252.227-7037, 252.232-7003, and 252.243-7002. Also, NFAS Clause 5252.232-9301 (Invoicing Procedures Electronic) applies. The web site address for electronically accessing the FAR and DFAR clauses is http://www.arnet.gov/far.
