SOURCES SOUGHT NOTICE: Notice Number: SS-100075-NG Issued By: National Cancer Institute (NCI), (http://www.nci.nih.gov) Office of Acquisitions (OA) Key Dates: Capability Statement Due Date: April 16, 2010 11am Eastern Time General Information: This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). Purpose: The purpose of this Sources Sought Notice is to identify qualified small business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned business concerns that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI’s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Description of Services: • Provide recommendations and guidance for the content of the Evaluation Oversight Committee meetings. • Provide guidance on the Evaluation Oversight Committee. • Provide recommendations and guidance to the NCI regarding the work of the Evaluation Contractor. • Provide recommendations and guidance relative to the organizational aspects of the NCCCP program from the discipline of Organizational Behavior and knowledge of Community-based Cancer Programs. • Participate as an active member in the NCCCP Program Advisory Committee (NPAC) to provide recommendations and guidance as the NCI continues to expand the NCCCP program in both size and complexity. • Provide recommendations and guidance on the management of the program components including the evaluation of the current goals and metrics, as well as the expanded program, for the NCCCP program areas of clinical trials, biospecimen collection, healthcare disparities, quality of care, survivorship, palliative care, data management and electronic health records. This will include recommendations and guidance for mid-course corrections of the goals and metrics as needed. • With input related to evaluation, provide recommendations and guidance regarding support to the development of the appropriate implementation of the program components over time to achieve the objectives of the program. • Provide recommendations and guidance regarding content for the annual meeting of the program related to the evaluation plan and participate in the annual meeting. • Provide communication strategies and information needs related to the evaluation of the program. In order to prepare recommendations and guidance, the contractor will receive background information on the program, all relevant communications between program developers and draft documents from the NCI Contracting Officers Technical Representative (COTR). Recommendations will be made from each meeting through verbal communication or email documentation to the NCI COTR. The contractor shall have the following background in order to be qualified to successfully carry out the requirements of this task: • Public Health Policy background of greater than 20 years: Leadership experience in the conduct of review and evaluation processes of community cancer care. This must include academic credentials and demonstrated publications of the evaluation of NCI-sponsored programs in community cancer care that reach those with healthcare disparities. • Extensive research experience of greater than 20 years in organizational factors affecting program implementation change in a variety of health care organizations. • Extensive experience of greater than 20 years with continuous quality improvement initiatives in both organizational and primary-care settings. • Extensive experience of greater than 20 years in the study of alliances within healthcare. NAICS Code and Size Standard: In the event an RFQ is issued, North American Industry Classification System (NAICS) code 541990 with a size standard of $7M is being considered. How to Submit a Response: Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single space, 12 point font minimum) that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern’s name and address). Responses will be reviewed only by NCI personnel and will be held in a confidential manner.
