Description
STATEMENT OF WORK General: The U. S. Department of State (DoS) requires a service contractor to provide training for Building Automation Systems (BAS) DoS Facility Managers (FM) and locally employed staff (LES) from embassies throughout the world. The contractor will provide all labor, supplies, tools, materials and equipment necessary to provide the training services as described in the course requirements below. Background: DoS is in the process of installing BAS systems in New Embassy Compounds (NEC’s) around the world. Currently there are 56 NEC’s with BAS systems installed by a variety of third party vendors. The implementation of the BAS is currently providing many challenges for US State Department oversight and management to include: varied skill sets among FM’s responsible for BAS operations; inconsistent power supplies at embassy compounds; varying skill levels among LES responsible for BAS oversight; limited resources for BAS support; limited vendor availability, responsiveness and support; language barriers impacting the ability to train LES responsible for BAS management; limited protocol for emergency response when BAS systems fail; lack of knowledge on how modify BAS parameters for new space allocation or other NEC facility modifications; no best practice strategies for trouble shooting BAS problems; lack of a plan/process for upgrading BAS software that is outdated; and minimal knowledge of how manual overrides or modifications of BAS parameters impacts overall facility operations. In addition to challenges related to basic BAS operational knowledge. The types of systems installed at NEC’s involve at a minimum 7 different BAS vendors as well as an undetermined number of third party contractors responsible for the system installations, support and knowledge transfer. The goal of this training is to provide FM’s and LES with the knowledge, skills, abilities and resources necessary for the successful integration, operation and support of BAS systems at NEC’s as well as existing embassy compounds. Course Requirements: The course will train FM and LES in the theory, operation and maintenance (O&M), and troubleshooting of BAS in a manner not specific to one brand or manufacturer. At a minimum the course must cover the following topics; 1. Basic HVAC Control Principles a. Temperature and Humidity Control Basics b. Psychometrics c. Pressurization d. Energy Management 2. HVAC Controls Fundamentals- Chillers, Boilers, Pumping, Cooling Towers a. Chiller Plants to include water Cooled Chillers and Air Cooled Chillers b. Cooling Towers c. Boiler Plants 60 min 3. Air Handlers and VAVs 4. DX Units, Computer Room Air Conditioning Units (CRAC) 5. Building Automation Purpose/Usage a. HVAC and Lighting Control b. Security Access and CCTV d. Energy Management 6. Building Automation Architecture a. Terms and Definitions b. Network Backbone – Primary Bus (Ethernet) and controllers c. Secondary Bus – RS485 (BacNet, Infinet, N2, ModBus, Lon Talk, ZigBee, etc.) and controllers d. Inputs / Outputs, Programming- Control Logic e. Operator Work Station (OWS) / Human-Machine Interface (HMI) f. Schedules and alarms 7. Building Automation Design a. AIA Division 15 (Control Specifications) b. Overview of Control Drawings c. Overview of Programming d. Overview of Control Check Out e. Building Integration 8. Testing and Balancing of Air and Water Systems a. Air Balancing Overview (How Duct Systems are Balanced) b. General review of the primary differences in the various manufactures products; i.e. Johnson Controls, Honeywell, Trane, Siemens, Andover, etc. Contractor shall plan estimate and schedule all material, labor and equipment are available to complete the training requirements within the required time frame of 80 hours (10 days X 8 hours per day) The course will be conducted with a combination of lecture and hands on presentations which will allow the student to operate and trouble shoot an actual live BAS system. At the completion of the training the contractor shall provide written and performance tests. Certificates of Achievement will be provided to each participant signed by an officer of the contractors organization and the DoS contracting Officers Representative. (COR) Equipment/Tools The contractor shall provide all training material, equipment and tools required to execute the terms of this contract.
