- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory(NRMRL), APPCD in RTP, North Carolina has a requirement for the purchase of NO/Nox Continuous Emission Monitor (CEM). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Refer to RFQ-OH-10-00081 when responding to this request. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-36. This acquisition is set-a-side for small business. The NAICS codes are 334516, the size standard for this code is 500 employees. All supplies shall be provided to the U.S. EPA National Risk Management Research Laboratory, located at RTP Shipping and Receiving, 4930 Page Rd., Durham, NC 27703. The F.O.B. point shall be destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are included in Attachment B Technical Evaluation Criteria. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified in Attachment A Statement of Work. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Attachment A Required Items and Minimum Performance Specifications for RFQ-OH-10-00081 ITEM 1: NO/NOx Analyzer Equipment DescriptionNO/NOx Analyzer - Qty. 2 each Minimum Specifications - The following are the minimum specifications of the required NO/NOx Analyzers: Must support all of the following measurements/ranges simultaneously within the same unit --0-25% O2, 0-20% CO2, 0-20% CO, 0-5000 ppm CO1. O2 detection principal must be paramagnetic2. Must have push button zero and span calibration capabilities3. Must have a backlit LCD readout displaying all measurements in engineering units (e.g., ppm, %)4. Must have self diagnostic capabilities5. Must be microprocessor controlled.6. Must have 0-10 VDC (or lower voltage) analog outputs for each measurement channel7. Repeatability must be within 0.5% of full scale8. Must be linear within 1% of full-scale9. Zero/span drift must be less than 2% of full-scale/week10. Must have optically isolated digital inputs supporting range switching and auto-calibration11. The proposed NO/NOx Continuous Emission Monitor (CEM) will be used to accurately measure combustion emissions in support of APPCD's combustion and emissions characterization research programs. The following are the minimum specifications of the required NO/NOx CEM: (1) Must support multiple ranges between 0-30 ppm and 0-3000 ppm inclusive (2) Detection principal must be chemiliminescence(3) Must have 0-10 VDC (or lower voltage) analog output(4) NO2 converter must have efficiency greater than 97%(5) Must incorporate instrument diagnostic measurements, including sample pressure, cell temperature, and converter temperature(6) Interference must be 1% or less from 10% CO2 or 3% H20 (non-condensing) gases(7) Must exhibit no measurable interference from the following gases - 1000 ppm CO, 100 ppm NH3, 200 ppm N2O, and 500 ppm SO2(8) Repeatability must be within 0.5% of full scale(9) Must be linear within 0.5% of full-scale(10) Zero/span drift must be less than 0.5% of full-scale/weekITEM 3: NO/NOx Analyzer Equipment DescriptionNO/NOx Analyzer - Qty. 3 each Minimum Specifications - APPCD performs measurements of combustion process emissions. Quotes shall be submitted by 3:00 p.m. EST, April 12, 2010.
