- RECOVERY - THIS EFFORT CONSISTS OF DISMANTLING, REMOVING AND DISPOSAL OF THE EXISTING FIRE LOOKOUT TOWER LOCATED AT THE CHIMNEY ROCK ARCHEOLOGICAL ON THE SAN JUAN NATIONAL FOREST. THIS PROJECT IS LOCATED AT THE CHIMNEY ROCK ARCHEOLOGICAL AREA (CRRA) IS LOCATED APPROXIMATELY 15 MILES SOUTHWEST OF PAGOSA SPRINGS, COLORADO; SPECIFICALLY 3 MILES SOUTH OF US HIGHWAY 160 ON STATE HIGHWAY 151. THE PROJECT IS LOCATED IN PORTIONS OF SECTIONS 17 AND 20, T34N, R4W, N.M.P.M. SCOPE OF WORK CONSISTS OF: Disassemble the roof framing from the wall framing of the tower and move in small packages by helicopter to a temporary staging area near the entrance to the site. Staging area to be designated by Contracting Officer. Disassemble the four wooden cab walls into small sections and move by helicopter to the temporary staging area. Disassemble and remove the floor framing and move by helicopter to the temporary staging area. • The majority of the masonry tower structure will be stockpiled at the tower site for later reuse in site stabilization work. A small amount of native stone will be retained by the Forest Service for interpretive purposes (e.g., rock art, some large cut blocks); these stones shall be moved by helicopter to the temporary staging area for retrieval by the Forest Service. Contracting Officer (CO) to identify portions of masonry tower to be moved and stockpile location at tower site. • It is anticipated that little to no concrete block has been used in the masonry tower structure; some is possible in the wing walls. All concrete block material shall be moved by helicopter to the staging area for disposal. • Masonry floor of lower tower structure to remain undisturbed. Remove exposed concrete block and rebar as necessary; the remaining floor should be left level and suitable for safe public access. • Remove wing walls and lightning protection components from soils. A PREBID TOUR/CONFERENCE IS SCHEDULED BUT THE TIME, DATE AND PLACE HAS YET TO BE DETERMINED. ALL INFORMATION WILL BE INCLUDED IN THE SOLICITATION PACKAGE WHEN ISSUED. ALL QUESTIONS SHOULD BE SUBMITTED IN WRITING VIA EMAIL TO BEVERLYTHOMPSON@FS.FED.US UP TO 10 DAYS PRIOR TO THE CLOSING DUE DATE. ALL RESPONSES WILL BE POSTED VIA AN AMENDMENT ON FBO. The project cost estimate is between $100,000 and $250,000. Performance and payment bonds will be required per the Miller Act and Davis Bacon wage rates will apply. All responsible sources may submit a bid which will be considered by the Government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on part of the offeror will render an offeror ineligible for award.
