Therefore, any file greater than 5MB must be submitted by CD-ROM media to: US Army Contracting Center National Capital Region Contracting Center ATTN: Shante McGee 2461 Eisenhower Ave Alexandria VA, 22331-1700 Performance Work Statement Information Technology Support Services RCAS Project Directorate and AHRS Product Directorate 1Introduction The Information Technology (IT) Support Services contract is issued jointly by the Reserve Component Automation Systems (RCAS) Project Directorate (PD) and the Army Human Resource System (AHRS) Product Directorate (PD), under the US Army Program Executive Office Enterprise Information Systems (PEO EIS). The Mission of the RCAS PD is to sustain and modernize automated information systems that enhance the Army Reserve Components ability to achieve and sustain critical automation interoperability and accomplish unit mobilization planning, training, day to day operations, communications, and administration through the use of RCAS and the Army National Guards distributed learning technologies. The Mission of the AHRS PD is to provide the Army Warfighter with state of the art, cost effective, standardized, and interoperable Human Resource (HR) solution. Support strategic and tactical management of Soldiers in a suite of global, networked, interactive, accurate military personnel systems performing Warfighter accountability, strength accounting, and personnel services. Procure and field automation equipment to support field HR Operations. On order, transition selected AHRS components to the Defense Integrated Military Human Resources System (DIMHRS) or expand AHRS to cover Reserve Component forces. This Performance Work Statement (PWS) describes the IT support tasks required to support all aspects of the PDs to include Local Area Network (LAN), Wide Area Network (WAN), and specialized information subsystems. This combination of LAN, WAN, and subsystems, including all network connectivity equipment, is collectively referred to as he network. This support focuses on the functions performed by the PD offices in managing their respective programs, not on developing and fielding the applications that constitute the Programs themselves. The contractor shall be responsible for the systems and equipment listed herein and in the attached documents, to include the analysis, design, implementation, testing, fielding, training, accountability and maintenance of these systems. This includes all management of Federal Information Processing Systems (FIPS) life cycle support, e.g., the reporting, analysis, and computer support functions required to provide timely information to carry out the mission. The PD Offices for RCAS and AHRS are currently co-located on the eighth floor of Hoffman II, 200 Stovall Street, Alexandria, Virginia. 1.1Reserve Component Automation System (RCAS) Background The RCAS is an automated information system that provides the Army the capability to administer, manage, and mobilize Army Guard and Reserve forces more effectively. Over fifty percent of the Army's force structure is in the Reserve Component. Existing information management systems in the Army National Guard (ARNG) and United States Army Reserve (USAR) are not integrated, are limited in capability and functionality, and require excessive time and manpower to operate and maintain. The RCAS provides an integrated capability that supports mobilization and improves day-to-day administration and management of Reserve and Guard forces. RCAS links approximately 10,500 Guard and Reserve units at approximately 4,000 sites located in all 50 states, 3 territories, and the District of Columbia. The United States Army is sustaining the Reserve Component Automation System (RCAS) to fulfill long-standing plans to improve the operational readiness of the Reserve Component (Army National Guard and U.S. Army Reserve) portion of the total force. The RCAS supports the decision-making needs of all commanders, staffs, and functional managers responsible for Reserve Component forces. The RCAS provides state-of-the-art office automation, telecommunications, distributed databases, and distributed processing capabilities to provide timely and accurate information to plan, prepare, and execute mobilization and to improve the accomplishments of routine administrative tasks. RCAS consists of commercial off-the-shelf (COTS) hardware and office automation software, government off-the-shelf software, and custom developed software applications (where there is no existing application) integrated into an open system, PC based architecture. The RCAS is a self-sufficient system, capable of exchanging data on a routine basis with related similar information systems in the Active and Reserve Components. 1.2Distributed Learning Project (DLP) Background The DLP is the technology component of the National Guard Bureaus distance learning initiative. DLP provides community-based distributive learning classrooms increasing access to military training at the lowest possible cost. The project is also demonstrating the significant value-added concept of sharing installed technology with the communities in which the National Guard is based. The project complements the Total Army Distance Learning Program (TADLP) by providing additional classrooms and access in communities not currently addressed in the Army Distance Learning Plan. DLP mission requirements are to improve readiness by providing greater access to military training and education; enhance command, control, communications, and computing (C4) within the National Guard; and to foster economic development, improve educational levels, and provide information access through shared use with the communities in which the Guard is based. 1.3Army Human Resource System (AHRS) Background Product Director, Army Human Resource System (PD AHRS) provides tools to locate, manage, and serve the Soldier - anywhere in the world. AHRS is a human resource solution that supports strategic and tactical management of Soldiers to ensure Warfighter accountability and enhance personnel services. PD AHRS will transition selected functions to the Defense Integrated Military Human Resource System (DIMHRS) and will continue to develop and operate components that complement DIMHRS. AHRS is a System of Systems comprised of the following: Deployed Theater Accountability System (DTAS) Enterprise and Theater Datastore DTAS is the first and only real-time web-enabled, connected and stand alone, SIPRNet application enabling deployed commanders to account for civilian/military personnel by name, SSN, unit, location, and day within a multi-theater operation. It interfaces with other Army and DoD systems to provide analytical information to the top-of-the system for future, present, and historical purposes. DTAS is currently fielded in Kuwait, Iraq, Afghanistan, Qatar, and the Horn of Africa, providing real-time accountability to the Warfighter (currently all Army and Marine personnel) in those deployed theaters. Electronic Military Personnel Office (eMILPO) eMILPO is a web-enabled application accessed via the Army Knowledge Online / Defense Knowledge Online (AKO/DKO) portal providing a reliable, timely, and efficient mechanism for performing personnel actions and strength accounting. Interfacing with 13 essential DoD and Army systems, eMILPO provides Human Capital management to the tactical, theater, and strategic level commander with Title 10 strength management functions in preparation for the Defense Integrated Military Human Resource System (DIMHRS), eMILPO Updates Total Army Personnel Database (TAPDB) within eight hours and standardizes personnel services and management for Active Component (AC) in garrison, all Soldiers on the battlefield and mobilized Reserve Component (RC), providing Multi-Component Unit (MCU) functionality to support Army operations. As the first step in the Army's Personnel Transformation, Army Knowledge Management (AKM) and DIMHRS-A, eMILPO consolidates the previous AHRS Super Server 43 PPAs database environment into one database, eMILPO's extreme ease of use, providing visibility of location, status, and skills of Soldiers both from a high level and a unit level, is vital in determining the strength and capability for Army commanders. The eMILPO subsystems, Enterprise Datastore (ED), and My Enlisted Record Brief (MyERB) are integral parts of EMILPO. ED replicates eMILPO, providing a timely and accurate custom reporting flexibility for commanders to enhance their personnel strength accounting analysis with much more detailed functionality pulling data from all AHRS developed applications. MyERB, fed by eMILPO, provides active enlisted Soldiers 24/7 access with a near real-time copy of their individual Enlisted Record Brief (ERB), and official HQDA photograph. Tactical Personnel System (TPS) The TPS is a stand-alone portable system providing accountability for all Soldiers. TPS creates manifest and jump manifest, personnel task forcing, crew status, and reports for tactical units. TPS interfaces with DTAS for mass Soldier upload at arrival in theater. 1.4 Purpose The purpose of this IT Support Services contract is to provide technical support and assistance to the PDs. It is understood by the PDs and by the contractor that automated data processing techniques mature and evolve rapidly and this PWS cannot be tied to a specific list of hardware and software. Rather, the contractor will provide support for the evolving range of systems, within the scope, intent, and resourcing of this contract, in support of the internal automated data processing requirements of the PDs as required throughout the period of performance. 2Contractor Responsibilities The Contractor is responsible for performing technical assistance and support, systems analysis, systems administration, network management, system maintenance, website support, training, security, remote access solutions and additional tasks as required under this contract as outlined herein. 2.1Technical Assistance and Support The contractor's technical expertise will be available to the PDs and to the associated Government external sites. The contractor shall recommend all updates, modifications, modernizations, and replacements to the system, both hardware and software, to maintain the system in a form which is current and standardized and which meets the ongoing mass storage and functional requirements of the PDs. 2.2Systems Analysis The contractor shall analyze the functionality and performance of databases as requested and make recommendations for upgrades, modernizations, and enhancements to improve system performance and functionality. 2.3System Administration The contractor shall provide system administration support to include evaluation, testing and installation of new Government-off-the-Shelf (GOTS) and Commercial-off-the-Shelf (COTS) hardware and software, system upgrades, troubleshooting, and maintenance. 2.3.1 PD Network Management The contractor shall support the PDs networks and all of their components, including but not limited to, the local area network (LAN), wide area network (WAN), the complete client/server systems, all network communications and telecommunications equipment, all specialized network sub-systems, and the RCAS Solution equipment as fielded. Contractor network support shall include development of information processing plans, maintaining specialized sub-systems at optimum performance levels, maintaining the client and server systems at optimum performance levels, maintaining the electronic data within the PDs and with trusted sites, and maintaining the PDs action tracking system and intranet page. This support shall also include maintaining the conference room projection systems equipment in accordance with the manufacturers standards. Contractor support shall also be extended to locations outside the PDs such as Government approved external sites and associated outside agencies. The contractor shall evaluate the resource impact of any assignments external to the PDs primary locations within Hoffman II, Alexandria, VA and the RCAS Prime Integration Contractor, SAIC facility in Falls Church, VA and so advise the RCAS Deputy Project Director (DPD). The AHRS Prime Contractor is EDS, located in Herndon, VA, but EDS provides the required circuitry and support at that location, and no direct support is anticipated to be required under this PWS at that location. 2.4System Maintenance During normal working hours, the contractor shall monitor the system to ensure that it remains in working order, troubleshoot any problems, and perform routine performance and response analyses of the system. The contractor shall also recommend all updates, modifications, modernizations, and replacements to the system, both hardware and software, to maintain the system in a configuration which is both current and standardized and which meets the ongoing communications and functional requirements of the PDs. 2.5Website Support The contractor shall support the architecture, input, design, maintenance and updating of the PDs websites to include planning, implementing, and administering classified and unclassified Internet and Intranet websites, as well as providing technical expertise in the utilization of websites. 2.6Test Lab Support The contractor will operate and maintain the RCAS Government software applications lab environments at the SAIC facility in Falls Church, VA. The contractor operators must be qualified system administrators and database administrators, trained in utilizing the current version of Oracle applications. The lab is made up of four server racks and the associated workstations, laptops and tablets totaling approximately 14 systems. The racks contain both Web and Database servers which support the Unit Validation Test (UVT) and Unit Acceptance Test (UAT) environments. UVT tests software application in a non-network environment. The UAT testing is conducted in both the National Guard and US Army Reserve operational environments. 2.7Training The contractor shall provide training support to the PDs through training on selected hardware and off-the-shelf software, and shall serve as the solution trainer for any equipment fielded to the PD users. The contractor shall also extend training to other agencies and contractors currently working in support of the programs. All requests for actual training of PD contractors under this contract shall be approved by the Government before submittal to the Systems Trainer. The PDs shall establish priority for all training. The requirements of this task are met through on-site support to the PDs, to its Government approved external sites, and to associated outside contractors, either through teleconference, through direct, one-on-one training, or through classroom training at the contractors local office or at Government classroom facilities at remote sites. The classroom office shall be supplied with Government furnished network resources in sufficient quantity to support the maximum class size. A class shall be determined to represent a section of instructional and educational time with appropriate prerequisites, clearly defined goals, a level of instruction to accomplish these goals, examples and illustrations to meet these goals, a methodology for determining the goals were met, and reinforcement of these goals. The Government estimates there will be a minimum of one classroom training event per month. 2.7.1Class Size Classes given at the training classroom shall be conducted with a maximum number allowed by the facility (4 to 5 students and one hour of training is considered a class). If the maximum number of students would require more than one student at each machine in the classroom, this should be considered on a class-by-class basis and used where training may be geared primarily to demonstrations. 2.7.2Course Contents The contractor shall conduct classes in logical segments which provide a basis for in-depth instruction into particular areas of software products. Examples are provided in Attachment 2, Supported PD Software and Attachment 3, Training Requirements to this PWS. The contractor shall evaluate all software listed on Attachment 2 of this PWS to determine the appropriate sequence of training. At a minimum, the Training Plan shall reflect a format segmented in a manner similar to the example at Attachment 3 for the Microsoft Office suite of products, including Word, Excel, PowerPoint, Access, and Exchange/Outlook, Project, Internet Explorer, and SharePoint. In addition, the contractor shall provide classroom and one-on-one training in use of the conference room systems. 2.7.3Equipment Demonstration and Training The contractor shall provide demonstrations and training sessions on selected hardware within the PDs, approved external sites, and outside agencies. These sessions shall not exceed three hours in length and shall be divided into segments which provide the student with a sound basis for understanding the functions and capabilities of the equipment and/or for operating the equipment in a reasonable manner. The Government estimates there will be a minimum of four equipment demonstration sessions per year. 2.7.4Class Schedules The contractor shall be responsible for confirming and coordinating all class schedules and the PDs facilities as needed. Training should not be scheduled or conducted at times in which more than 40% of the PDs personnel are unavailable, such as on Government holidays or during PD meetings. 2.7.5One-On-One Training The contractor shall provide one-on-one training on an as-needed basis. Government personnel will contact the Automated Data Processing Equipment (ADPE) System Administrator or the System Software Trainer to discuss the topic and to set up an appointment with the trainer. Topics may include, but are not limited to, new employee orientation, specific network resources, or software packages listed in Attachment 2. Approximately 30 one-on-one training sessions are held per month, with an average length of time of 15 minutes. 2.7.6Software Updates When the Government purchases an updated version of any of the software packages listed in Attachment 2, the System Trainer shall develop a lesson plan and conduct training classes which provide a synopsis of the differences between the old and the new versions. These classes shall be offered within 15 working days of installation of the new version of the software package at the PDs, and will require updates to the Training Plan. When the PDs purchase new software not included in Attachment 2, the System Trainer shall, after appropriate training at Government expense, develop a lesson plan for the new product, schedule classes, and update the Training Plan within 10 working days to meet the requirements of the PDs. 2.7.7Training Plan The contractor shall develop a comprehensive Training Plan which shall provide training procedures and lesson plans by course. The Training Plan shall include lesson plans for each course that reflect a level of detail that will enable the Government to evaluate the effectiveness and comprehensiveness of the teaching methods employed. Exercises should be used as tools to reinforce and emphasize the material being taught. Where applicable, the Training Plan shall reflect the segmented approach to classes and shall address each segment as a discreet lesson plan. In addition to the lesson plans, the Training Plan shall include a synopsis for each course and describe the level of competence to be gained from each course. Synopses for each class will be provided to students in each respective class. In addition, the system trainer shall provide input, support, and make recommendations to the PDs when various training courseware is being developed. 2.7.8Student Evaluations The contractor shall develop and maintain a system which collects data from each student in each class. The evaluations shall provide, on a scale of 1 to 5 (5 being excellent, 1 being poor), a measurement of the students overall impression of the training provided. Results of these evaluations shall be auditable and presented as an attachment to the Training Status Report. The PDs reserve the right to audit the student evaluations and conduct independent evaluations of any class at any time. 2.8Security All personnel with elevated permissions or privileged access to resources and data on the system shall complete all IAT LEVEL 1 training as described in the Implementation of Information Assurance Best Business Practice (IA BBP) Training and Certification Update document dated December 2, 2008. Reference documentations are DOD 8570.01-M - Information Assurance Workforce Improvement Program and AR 25-2 - Information Assurance. SECRET is the highest classification under this contract. The contractor shall obtain a SECRET security clearance for all personnel assigned to this project. In the event that a clearance is delayed, the subject individual will be identified to the Government and exceptions may be granted on a case-by-case basis. The contractor shall comply with all controlled area requirements at each site location. The Contract Security Classification Specification, DD Form 254, is provided as an attachment to the solicitation. 2.9Remote Access Solutions The contractor shall maintain a remote access capability that provides system access 24 hours per day, 7 days per week to the PDs electronic mail system and other network resources. Remote access must be accomplished through a secure/approved solution such as a Cisco VPN solution and/or Citrix Server and Client applications. Additionally, AHRS is supported by a NIPR connection at the EDS facility in Herndon, VA. 2.10 Program Management The contractor shall assign a dedicated Program Manager who will be responsible for supply, support, and management of the contractors employees and who shall serve as the focal point between the contractor and the RCAS DPD for issues beyond the scope of the Technical Lead/Site Manager. The Program Manager shall establish a professional working relationship with all other Government agencies and PD support contractors who may require access to, or information on, any of the areas under this PWS. The Program Manager shall ensure this professional relationship flows down through all of the contractors employees who work in support of this contract. Agencies and contractors currently working in support of the PDs include the General Services Administration (GSA), Science Applications International Corp. (SAIC), EDS, Apptis, and Attain. 2.11Additional Tasks Additional tasks performed under this contract may include any or all of the following areas as required by the PDs and in conjunction with the limited approved staffing levels. a.Participate in life cycle management phases, concept definition, design, development, deployment, operations, testing, and revalidation of all PD equipment. b.Perform configuration management functions for new and existing PD equipment. c.Implement systems architecture improvements, to include servers, workstations, switches, routers, concentrators, and network backbone infrastructure as approved by the RCAS DPD. d.Develop, design, and maintain data integrity in the form of backups of all data pertinent to users and offices within the PDs for a period of one year. e.Support data collection, analysis, and report generation, and office automation systems for management and development of automated information systems. f.Develop distribution and implementation plans for automated information systems, to include distribution of hardware, software, and publications. g.Provide support to integrate systems, which may impact the PD system performance and mission. h.Expand system applications to other DoD activities and integrate existing systems as required. i.Conduct periodic reviews to assess changes in new or existing technologies in order to recommend further efficiencies and productivity. j.Provide systems integration and program management support in the acquisition and/or implementation of new systems in order to enhance mission productivity. k.Provide automated system implementation, training, and support services. l.Provide documentation services to include the production and maintenance of design and system specifications, training materials, and maintenance and operation manuals. m.Provide database design, implementation, management, and training services. n.Provide additional services as mutually agreed upon by the Government and the contractor as long as those services directly support the design, development, fielding, operation, and/or maintenance of an automated information system. o.Provide training to users of the PD networks in both commercial and custom ADP software and hardware. p.Provide transportation for small amounts of PD network equipment between local sites. The contractor should obtain insurance and include the cost as part of their price in accordance with FAR 28.306 and 28-307-2(c). q.Accept responsibility for all hardware, software, and components, which are Government Furnished Equipment related to the configuration and management of the LAN/WAN environment. Account for and maintain security of these items, e.g., server, switches, routers, concentrators, and modems. 2.12Working Hours The Contractor shall be on site and available to support the PD users from 0630 hours to 1700 hours, Monday through Friday, excluding Government holidays. After normal working hours, the Contractor will respond to notification of remote connectivity problems within four hours. If corrective actions cannot be completed within eight (8) hours after notification, the RCAS DPD will be notified. The Contractor will provide the necessary hardware/software tools to create automatic paging and notification actions to on-call technicians when system interruptions occur after normal working hours. The Technical Lead/Site Manager will establish flexible hours for the contractors employees to ensure adequate coverage (normally 0630 to 1700 hours). In order to support the customer 24/7, each member of the network administration team must be capable of being reached even after normal work hours as required. This will facilitate better response time and minimize down time. This requirement will also enable each member to participate in the on-call process, which directly supports the customer after duty hours. 3Deliverables Specifications. Draft documents shall be in a content and format so as to represent 98% of the final product. Final documents shall represent a 100% product without errors in either content or format. Contract deliverables which are in an unacceptable format shall be returned by the contracting officer/COR for correction. Contract deliverables returned as unacceptable shall neither change nor extend the due date of the deliverable. The following deliverables are required to support this contract: 3.1Program Management Deliverables Program Management Review (PMR): The contractor shall conduct Quarterly briefings to the PD management staffs. Attendance at these meetings may include the Project/ Product Directors, the RCAS Deputy Project Director, all Office Chiefs and/or the Contracting Officers Representative (COR). These briefings shall last approximately sixty (60) minutes. The COR shall set up the exact time and date of the PMRs, which may differ from month to month due to Government holidays or the availability of the PDs Command Group. The Program Manager shall submit a copy of the PMR Briefing to the COR a minimum of three work days before the formal PMR. 3.2LAN Management Team Deliverables a.Weekly Status Report: Details the effort expended by the LAN Management Team on a week-by-week basis. This report shall include accomplishments as well as problems and corrective steps which need to be taken to resolve issues. The report shall include a synopsis of activity which occurred during the reporting period. b.Trouble Ticket Log: This log will describe all routine and emergency tasks which require investigation, analysis, correction, modification, enhancement or repair to the system. This will include hardware, software and communication tasks. The purpose is to record all tasks or potential tasks, source of the task, how the task was corrected/resolved, when each action was taken and by whom. An extract covering the last 90 calendar days will be included as part of the Quarterly PMR. c.Configuration Management Report: This annual report will provide a detailed description of all hardware configurations to include their location, interfaces, and maintenance scheme; all software configurations to include license, version, location information and maintenance scheme; and all communication components. Where available the serial number, date of inclusion into the system and life cycle plan for the item will be included. The report will be available in an automated format and will be current and available within one working day of Government request. d.Local Area Network Diagram: This is a graphical representation of the PD LAN/WAN wiring, locations, and types of Ethernet taps; location and configurations of switches, routers, or other network devices; and location of all end nodes. The contractor will develop an automated system to store and display this information, and submit an updated hard copy once every quarter. e.FIPS Security Plan: This plan shall include detailed methods, procedures, and guidance for maintaining FIPS security on the LAN in coordination with an Information Assurance Security Officer (IASO) appointed by the PD. This plan shall include actions necessary for both preventive and restorative functions to occur as well as a methodology for periodic check and review of the LAN for viruses. This deliverable must include a Disaster Recovery Plan and provisions to check that plan at least once per calendar year as coordinated with the RCAS DPD. f.System Documentation: The contractor shall provide full and complete system documentation, to include a technical description of all hardware configurations, all software configurations, all communication items, macros and work solutions. This should also include any other pertinent system information which would facilitate handoff. Original documentation is due at the completion of the first six (6) months of contract work, with quarterly updates thereafter. 3.3Training Deliverables a.Training Status Report: This monthly report shall cover all training activities and hardware demonstrations that have taken place during the reporting period. Training efforts shall include classes, one-on-one sessions, and a synopsis of telephone queries. For the one-on-one sessions, the report shall highlight any areas which have elicited a disproportionate percentage of problems or questions. In addition, this report shall discuss lesson plans in development for future classes, as well as project plans for the coming month. This report shall also address any problems, issues and corrective steps which need to be addressed and present an automated account of the student evaluation results. As an attachment to the Status Report, the contractor shall discuss any changes which have been, or are to be made to, the Training Plan to emphasize those areas where help has been requested under one-on-one sessions or individual inquiries or class comments. The Status report is to be submitted no later than the fifth working day of each month. b.Training Plan: This plan shall address the lesson plans and training approach to be taken on a class-by-class basis. The definitive requirements listed on the attachment to this PWS as well as future classes should be discussed. For future classes, the contractor shall provide suggested dates of instruction which address the needs of the Government. The lesson plans should be modified as required to respond to these problem areas. c.Course Completion Certificate: The contractor shall present each student with a course completion certificate at the successful conclusion of the final segment for the respective training course. The certificate should specify the exact nature of the material taught. d.Software Update Synopsis: Within 10 working days of the installation and use of an updated software version by the PD, the contractor shall prepare a lesson plan for, and synopsis of, the difference between the old and new versions of the software. e.New Software Course and Lesson Plans: The contractor shall develop a lesson plan and conduct classes within 15 working days of the installation of a new software package, or within 15 working days of the completion of the Software Trainer's education on the new package, if applicable. 4Technical Approach and Staffing 4.1Program Manager The Program Manager shall be responsible for supply, support, and management of the contractors employees and shall serve as the focal point between the contractor and the PDs. 4.1.1Program Manager Functions The contractor shall provide a Program Manager to serve in the following functions: a.The Program Manager shall ensure that all contractor employees are performing their duties and responsibilities as specified in this PWS and shall establish flexible hours for the contractors employees to ensure adequate coverage (normally 0630 to 1700 hours). b.The Program Manager shall be directly contacted by the RCAS DPD (Government Personnel) regarding any issues and/or problems with the contractors work performance or with the contractors employees. c.The Program Manager shall be the point of contact for all contract deliverables. The Program Manager shall ensure that all contract deliverables are presented to the Government, as required by the Contract. The Program Manager shall also ensure that all deliverables are in an acceptable format as specified in the Contract. d.The Program Manager shall be the point of contact between the Government and the contractor for all financial information, receipts for invoices, and questions concerning invoices. e.The Program Manager shall attend, on a weekly basis, informal contract status meetings with the RCAS DPD or designated representative. The purpose of these meetings is to discuss problems and concerns related to the contract and to ensure that all takings under this contract conform to and proceed in accordance with the contract. f.The Program Manager shall be involved in all phases of system design, system integration, customer support, and contract deliverables. This person will also be responsible for the long range planning and interactive work with the client required for on-going performance of the task. g.The Program Manager shall function as the contractors local representative and serve as the point of contact between the RCAS DPDM and the contractors on-site personnel. The Program Manager shall ensure that all employees are reminded on a monthly basis to avoid any conflict or claims under this contract. Government personnel will neither provide supervision nor direct the activities of any contractor employees, except the COR may provide information and support to clarify a task being performed. 4.2Network Management Team The requirements of this task are met through direct, on-site support for the PDs and to Government approved external sites and associated agencies at remote sites. The contractor shall function as the system integrator. This will encompass the development of a team to furnish the necessary network support, management, technical support, and training to accomplish the work as directed in this PWS. All work will focus on the functional and technical areas of automated systems design and development necessary to maintain or enhance the PDs networks. The primary mission of the network management team is to provide continuity of operations of the PDs internal network and connectivity with outside sources. A work plan shall be established and controlled by the contractor to set forth operations and activities in support of those missions which are performed on a recurring basis. These duties fall into four basic categories and include, but are not limited to, implementing planned changes, fixing unforeseen problems, technical assistance and support, and fielded system support. Contractor personnel performing under this contract shall be capable of working independently and of supporting one another across functional duty lines. 4.2.1Network Management Team Members The contractor shall furnish, at a minimum, personnel to fill the following four functional positions: a.Web Developer: The Database/Web Administrator provides system management, design capability, and user support and training for all database products as well as web design, implementation and maintenance within the PD, Government approved external sites, and other contractor sites, using multiple platforms and products, including Oracle, SharePoint, SQL and MS Access for databases, and COTS web design packages for all web related tasks. The Database/Web Administrator will develop and implement changes to the database and web products developed by other contractors. Data collection requirements, systems development, testing, and system roll-out functions are provided by the Database/Web Administrator. Routine troubleshooting and server maintenance will be performed under the direction of the Program Manager. The Database/Web Administrator will be a network administrator and respond to Help Desk Trouble Ticket Calls. AHRS does not anticipate any requirement for website support. b. Systems Engineer: The Systems Engineer will maintain, monitor, and manage all specialized network subsystems, including but not limited to, network printer resources, the Conference Room Projection systems, the backup systems, and the PDs internal network wiring plant, including but not limited to all Servers, workstations and laptops. This position will develop and generate images of each type of hardware system currently in use on this contract to enable system configuration and minimize down time. The Systems Engineer will be a network administrator and respond to Help Desk Trouble Ticket Calls. c. System Trainer: The system trainer will manage all aspects of one-on-one and classroom training for the PD users, Government approved external sites and other contractors. Training subjects shall include, but not be limited to, selected hardware and off-the-shelf software, and the RCAS system software and hardware. The general categories of software include word processing, database management, spreadsheets, desktop publishing, SharePoint, project management software, collaborative software, internet, and utility programs. Equipment used by the PD for this software includes, but is not limited to, individual client workstations and laptop computers. The system trainer shall serve as the Solution Trainer for any equipment fielded to the PDs. d.System Administrator: The Systems Administrator will be responsible for following, completing and evaluating the Test Readiness Review Checklist for the SE Validation and CA/GTA environment for the purpose of testing RCAS releases in both the NGB and Army Reserve environment. This will include Domain Controllers for each network (NGB and Army Reserve) RCAS Web Application and RCAS Database Servers which will incorporate a variety of network subnets and workstations, all for the purpose of simulating fielded environments. This will require a qualified Oracle SA/DBA. 5Implementing Planned Changes Planned changes originate from Government-identified requirements. Planned changes for the immediate future include, but are not limited to: a.Installation of new software and new versions of existing software, or of new hardware. Anticipate that these will not exceed two per year, subject to outside direction or mandated change. b.Minor modifications or maintenance of existing software or hardware. c.Maintaining three conference room systems including support and service of the video projectors and other equipment. It also includes instruction and assistance to the PDs as appropriate in use of the system for meetings and briefings. d.The contractor will continue to work closely with the DOIM (Ft. Belvoir or IMCEN) and the Hoffman II network support group, as well as the Prime Integration Contractors network support groups, in maintaining network functionality in all network environments, and potentially with the PEO EIS HQ Network management for file/folder transfers. e.The contractor shall implement secure Remote Access (work from home) solutions and procedures to enable PD users to work from home in an environment both user-friendly and time-friendly. 6Fixing Unforeseen Problems Unforeseen problems may include, but are not limited to the following areas: 6.1Individual PC Problems b.Hardware: Malfunctioning memory boards or other internal hardware, or problems with external hardware such as keyboards, monitors, or network connections. May also include handheld (Blackberry) problems. c.Software: Fixing unauthorized changes, correctly installing necessary software, identifying software problems, and providing instruction and user support. 6.2Network Problems a.Hardware: Maintaining and identifying problems with all network hardware, such as switches, routers, cabling, and Network Interface Cards. b.Software: Adjusting server and domain parameters to improve system response, managing the Email and network access lists, and recovering information lost or accidentally deleted by users. 7Government Support 7.1Government Support to the LAN/WAN Network Management Team a.Office Space: The Government will provide working space for the contractors personnel associated with this PWS at Hoffman II, 200 Stovall Street, Alexandria, VA and 6565 Arlington Blvd, Falls Church, VA. b.Documentation: The Government will provide all hardware maintenance manuals associated with the equipment. c.Travel: All non-local travel under this contract will be approved in advance by the Contracting Officer/COR. The Program Manager will assign Technicians to travel as required within the local area as support issues are identified. All local travel will be billed as Other Direct Costs (ODCs). d.New Software and Hardware: The Government will provide support for training of contractors employees when new Government requirements create a necessity for new knowledge or skills and the Government requires that contractor personnel acquire and maintain a level of proficiency requisite to assigned duties. 7.2Government Support for Training a.Documentation: The Government will make available, on a limited basis, all hardware and software manuals associated with hardware and software under this contract. b.Travel: The Government will reimburse the Contractor for Government directed local travel in accordance with the JTR. c.New Software and Hardware: The Government will provide training on new software or hardware (items not identified in PWS Attachment 1 or 2) to permit the Software Trainer to attain a level of proficiency requisite to the task of instructing others. 8Performance Sites The contractor shall perform network and technical support services at any of the following sites: "RCAS PD Offices and AHRS PD Offices Hoffman II 200 Stovall Street Alexandria, VA 22331 "SAIC Advanced Information Technology Services (AITS) Office 6565 Arlington Blvd Fall Church, VA "PD approved external sites as required. 9Program Control The RCAS DPD will be the technical focal point of all contract effort and will be responsible for coordinating technical matters. 10Contract Management 10.1Review of Contractors Records and Reports 10.1.1Work Paper Review and Retention A representative of the Government may periodically review or copy the records, work papers, or draft reports retained or in use by the Contractor, to ensure satisfactory compliance with the terms of the contract. If work papers are not delivered to the Government upon task completion, they must be retained and preserved by the contractor for a period of three years after the report date, with the understanding that they are subject to review by any authorized representatives of the Government, in accordance with the requirements of DoD directive 7600.9, Contracting for Audit Services. 10.1.2Requirements Related to Fraud Any work papers which may pertain to actual or suspected fraud, defalcation, manipulation, or collusion shall not be disposed of without prior written authority and shall be made available to appropriate representatives of the Government, such as the DoD Inspector Generals Office. 10.2Working Relationships The contractor shall establish a professional working relationship with the PD staffs and with all other Government agencies and PD support contractors who may require access to, or information on, any of the areas under this PWS. The Program Manager shall ensure that this professional relationship flows down through all of the contractors employees who work in support of this contract. Agencies and contractors currently working in support of the PDs include the GSA, ITEC4, SAIC, Apptis, Attain, and EDS. 11Emergencies In the event of any emergency situation outside of normal work hours or during Federal holidays, overtime may be approved to ensure the security and safety of the network systems. The network management team must be available on a twenty-four hour basis to respond to these emergency calls as needed. The nature of some emergencies may or may not dictate immediate response. Examples of emergencies include power outages from electrical disturbances or instances of viral infection that degrade or destroy the effectiveness of the LAN, both in software and hardware. On a case by case basis, the RCAS DPD may require on-call support during non-duty hours. In such cases, the RCAS DPD will request, in writing, an on-call roster. The contractor will provide an on-call duty roster, to include home and cell phone numbers and pager numbers of the on-call employees. 11.1Maintenance and Changes Routine maintenance requiring the LAN to be shut down shall be performed outside normal business hours whenever possible. Certain special tasks, such as major changes to the network operating system or core support program, may require overtime hours. Wherever possible, the contractor shall work at restructuring work hours to avoid overtime resulting from a planned effort. 12Maintenance The contractor shall notify the RCAS DPD when maintenance is necessary or required on any equipment listed under this PWS. The contractor shall perform any and all procedures necessary to prolong equipment life through preventive maintenance in accordance with the manufacturers specifications on equipment under the contractors direct control. For equipment under the contractors direct control, the contractor shall advise the RCAS DPD on such procedures with respect to preventive maintenance for the equipment. 13Supplies All supplies and equipment that may be required in support of this contract will be purchased by the Government. All requests for equipment and supplies must go through the appropriate Government request, approval and procurement channels as designated by the Contracting Officer/COR. 14Period of Performance The period of performance for this contract is 1 October 2010 through 30 September 2011 with four additional option years. 15Key Personnel Individuals are designated as key personnel by agreement of the Government and the contractor during negotiation. The contractor must demonstrate that the qualifications of prospective personnel are equal to qualifications stated in the contract. Those personnel identified as key are as follows: "Program Manager "Systems Engineer "Web Developer "System Trainer "System Administrator The Contractor shall obtain the Contracting Officers approval prior to making any changes in key personnel. Key personnel shall not change for a minimum of the first 90 days of the contract. ATTACHMENT 1 SUPPORTED PD HARDWARE The following is a representative description of the network equipment installed for the PDs as of April 2009. This information is provided for informational and planning purposes only, and should not be taken to limit, reduce, or preclude additions to the ADPE to be supported under this contract. "Intel based Pentium Computers with common peripherals. "Intel based Pentium, Laptop and Notebook computers. "Blackberry Handheld units "Color and black and white printers "Routers, Switches, and telecommunications equipment. "PIX Firewall and CISCO VPN equipment. "Mass storage as well as DVD-writer/rewriter and CD-writer/rewriter equipment. "Presentation equipment and systems to include video projectors. ATTACHMENT 2 SUPPORTED PD SOFTWARE The following is a representative list of the software employed on the average PD workstation. This information is provided for informational and planning purposes only, and should not be taken to limit, reduce, or preclude additions to the software to be supported under this contract. "Army Gold Master (AGM) 9.x "SharePoint "Microsoft Project ATTACHMENT 3 TRAINING REQUIREMENTS The contractor will provide Lesson Plans for all classes provided in support of this contract. All Lesson Plans must be in Microsoft Word document format and include a course description; syllabus; planned exercises; training materials to be provided; class pre-requisites, if any; classroom and materials requirements; and the level of competence to be gained by taking the class. The following is a sample representation of the types of classes to be provided under this contract. This information is provided for informational and planning purposes only, and should not be taken to limit, reduce, or preclude additions to the types of classes to be supported under this contract. "MS Word Fundamentals An overall review of the fundamentals of using Microsoft Word. This class may include keyboard and PC basics formatting with colors, fonts, and style templates and attributes; setup options; displaying pitch and setup; changing fonts; setting up font files; initial settings; justification; units of measure; and file backup and recovery. "Document Formatting A review of the fundamentals of formatting in Microsoft Word, PowerPoint or Excel. This class may include page formatting; page numbering; soft and hard pagination; changing and setting paper size and type; working with envelopes and address labels; paragraph numbering; underline, bold, italics superscript and subscript; merging documents, switching documents; and marking texts. "Merges and Macros A course on using the merge and macro functions in Microsoft Word. This class may include creating Primary Files (e.g., a form letter with the blanks) and Secondary Files (the answers to fill in the blanks); merging documents together; creating macros using saved keystrokes (usually a paragraph or a formatting technique); and macro playback with the press of a key combination. "Desktop Publishing A course on basic desktop publishing techniques using Microsoft applications. This class may include instruction on format menus; page numbering; margin changes; line numbering; line spacing; justification; window/orphan control; and creating and editing headers and footers, graphic footnotes, endnotes and a table of contents. "Tables & Equations A course on the fundamental skills necessary to work with tables and equations in Microsoft Excel and Word. This class may include creating equations; creating tables; editing and formatting cells; altering lines; using math to calculate formulas; typing text into the cells with various enhancements (with bold, underline, or center); preparation for printing; and sending to print.
