- The Bureau of Reclamation, Yuma Area Office (YAO), Yuma, Arizona has a Commercial Item requirement for analytical laboratory services for YAO and the Yuma Desalting Plant (YDP). Services include sample testing for the Area Wide Aquifer Permit No. P-720-107680 for the A-22 Disposal Facility; Permit Requirements for YDP Potable Water System I.D. 14-103; Aquifer Protection Permit No. P-100306 for the YDP Septic Tanks; AZPDES Permit Requirements for the YDP Discharge to Colorado River; and other monitoring. The Government intends to issue a Blanket Purchase Agreement (BPA) to four vendors: Legend Technical Services of Arizona, Inc, 17631 N 25th Ave, Phoenix, Arizona, Columbia Analytical Services, Inc., 3725 E Atlanta Ave, Ste 2, Phoenix, Arizona, Test America, 4625 E Cotton Center Blvd, Ste 189, Phoenix, Arizona and MWH Labs,15953 N. Greenway-Hayden Loop, Scottsdale, Arizona. The BPAs will have a performance period of up to 5 years. The anticipated value of each BPA is $100,000 for the 5 years. The work to be performed under this specification includes non-personnel services. Contractor shall provide all labor, tools, materials, transportation, and facilities necessary to furnish the supplies called for by the Contracting Officer or authorized representatives for analytical laboratory services. For this acquisition, North American Industrial Classification System code is 541380 and the Small Business Size Standard is $12 million. This acquisition is issued under Simplified Acquisition Procedures and is unrestricted. It is anticipated that the BPA will be issued on or about April 16, 2010. This is not a request for proposal, however, vendors who are able to provide similar service must submit their technical capabilities to include technical specifications, past performance information and price with delivery time by no later than Monday, April 12, 2010. This information will be reviewed by the Government Technical Representative for consideration for future requirements. Vendors are reminded that effective October 1, 2003, prospective vendors must be registered in the Central Contractor Registration (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. The following information is required to register: (1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN); (2) DUNS Number or CAGE Code; (3) Telephone Number; (4) E-mail addresses. Those registering are responsible for the accuracy of the information. All notification of changes to this solicitation shall be made through the internet. Therefore, Offerors who have registered are required to review Federal Business Opportunities for any posted changes to the solicitation. Offerors will also be required to complete the annual representation and certification electronically via the Online Representation and Certification Application (ORCA) website at http://orca.bnp.gov.
