PRESOLICITATION NOTICE FOR MANUFACTURING STOP LOGS FOR THE LITTLE ROCK DISTRICT Solicitation Number: W9127S-10-R-0012 Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: U.S. Army Engineer District, Little Rock The Little Rock District Corps of Engineers has a requirement to procure High-Head StopLog in support of the McClellan-Kerr Arkansas River Navigation System. Pre-solicitation Notice W9127S-10-R-0012: This solicitation will be advertised as Unrestricted. The North American industrial Classification System (NAICS) Code is 332312 (Fabricated Structural Metal Manufacturing). Services require the use of specialized and certified trade skills, as fabrication shall be certified in accordance with AISC (American Institute of Steel Construction) Category SBR (Simple Steel Bridge Structures) and shall be endorsed by AISC to produce fracture critical members and connections. A Firm Fixed Priced supply contract will be negotiated as a result of the solicitation. The scope of work includes shop fabrication and delivery of 50 foot and 60 foot Stop Logs and incidental related work to be delivered at the following designated sites: 1) The first nine 50 foot Stop Logs and first two 60 foot Stop Logs shall be delivered to the Corps of Engineers Major Maintenance Unit, HC 61 Box 238, Sallisaw, OK 74955. Deliveries are only accepted Monday through Thursday. Offloading from delivery trucks or barges and final placement will be provided by Corps of Engineers at destination. Notify Rodney Beard at (918)775-4475 a minimum of 14 calendar days prior to arrival of each shipment. No deliveries will be accepted between August 16, 2010 and September 20, 2010. 2) All remaining Stop Logs shall be delivered to the Corps of Engineers Dardanelle Marine Terminal, McClellan-Kerr Arkansas River Navigation System, Pope County, Arkansas. The Dardanelle Marine Terminal is located at 1640 Lock and Dam Road, Russellville, AR. All truck deliveries must be made on flat bed trailers capable of off-load by forklift truck (no Box trailers). Unless prior arrangements are made, delivery times by truck must be restricted to Monday through Thursday, 0700-1630, except Federal Holidays. No deliveries will be accepted between August 23, 2010 and September 20, 2010. Notification of amendments shall be made via the Internet as well. It is therefore the contractors responsibility to check the ASFI website daily for any posted changes to this solicitation. The solicitation will be issued as a Request for Proposal utilizing the Lowest Price Technically Acceptable (LPTA) as defined in Federal Acquisition Regulation (FAR) Part 15 and will include price and non-price evaluation factors. On or about April 19, 2010, the solicitation documents for this project will be available via the Federal Business Opportunities (FBO) website at https://www.fbo.gov/ under solicitation number W9127S-10-R-0012. You must be registered with the FBO website to download the solicitation documents. NO CD's OR HARD COPIES WILL BE MADE AVAILABLE. It is therefore the contractors responsibility to check the ASFI website daily for any posted changes. Offerors are responsible for checking the referenced page for any update(s) to this notice.
