- RFQ Family Services U.S. Air Force STATEMENT OF NEED 914 AIRLIFT WING NIAGARA FALLS IAP, NIAGARA FALLS, NY 14304 06 April 2010 RFQ : FA6670-10-Q-0015 SERVICES NON-PERSONAL: Contractor to provide all plant, material, labor, parts, equipment necessary to provide the following: Objective: The 914 Airlift Wing (AW) at the Niagara Falls Air Reserve Station will conduct a Yellow Ribbon Reintegration Program event on 23-25 July 2010, at a facility with activities to accommodate families and children. Contractor shall provide a quote for the following as outlined below: A. Sleeping Rooms: (Expenses are to be paid for by the Attendee/Airman/Traveler, and Not the Government). 1. An estimated total of 250 sleeping rooms are required for two (2) nights on 23 and 24 July 2010. The rooms will be occupied by an estimated 100 airman and family members under this contract. 2. Rooms must be double occupancy, individual/private sleeping rooms with toilet and shower/tub facilities, with 2 double beds, 2 queen beds, 1 double bed and 1 queen bed combination per room. Additional accommodations should be made for approximately 10 families containing more than 5 family members or for family members that require special physical needs. 3. The attendee/airman/traveler who reserves a room for the event will be responsible for all incidental expenses, such as parking, room service, telephones calls, movie and game rentals, restaurant invoices, etc. again this the sole responsibility of the individual attendee, and shall be billed to the individual's personal credit card account provided during check-in. 4. All airman and family members will contact the hotel directly for room reservations using the designated reservation codes established by the hotel. Reservations can be made either by phone or online. 5. The deadline for reserving rooms under reservation code issue is 18 July 2010 no later than 1600. Any rooms not reserved by this deadline shall be released from the block and made available for sale to the general public. 6. The lodging rate for this event will not exceed the daily Government Per Diem rate of $97.00. The designated government representative is not authorized to change the terms and conditions of the resulting contract only the Base Contracting Officer. The following would be under Government contract and expenses paid for by the Government: B. Meeting Space: (see paragraph E for audiovisual/equipment requirements) 1. Conference room to accommodate approximately 250 attendees each day, setup classroom or round table style/stage and containing audiovisual equipment as outlined below, is required on each of the following dates and times: a) One (1) Friday, 23 July 2010, 12 Noon to 4:00p.m. b) One (1) Saturday, 24 July 2010, 8:00am to 4:00p.m. c) One (1) Sunday, 25 July 2010, 8:00 a.m. to 4:00 p.m. 2. Breakout rooms to accommodate at least 50 people in each room, setup classroom style and/or group style, containing large screen, and audiovisual equipment in which the Government is permitted to connect to its equipment: a) Six (6) Saturday, 23 July 2010, 8:00 a.m. to 4:00 p.m. b) Six (6) Sunday, 24 July 2010, 8:00 a.m. to 4:00 p.m. 3. Rooms to accommodate at least 4 people in each room. a) Four (4) Friday, 23 July 2010, 12:00 p.m. to 4:00 p.m. b) Four (4) Saturday, 24 July 2010, 8:00 a.m. to 4:00 p.m. c) Four (4) Sunday, 25 July 2010, 8:00 a.m. to 4:00 p.m. 4. Rooms to accommodate approximately 50 children and caregivers and containing audiovisual equipment as outlined below: a) Two (2) rooms Saturday, 24 July 24 2010, 8:00 a.m. to 4:00 p.m. b) Two (2) rooms Sunday, 25 July 2010, 8:00 a.m. to 4:00 p.m. C. Refreshments: 1. Contractor shall provide refreshments to accommodate approximately 250 people on Friday, 250 people on Saturday, and 250 people on Sunday in the main conference room. Refreshments would also accommodate children's refreshments. a) Refreshments shall consist of water, juice, bagels, pastries, fruit, etc. and set up for AM, mid AM, and PM hours during meeting times near the main conference/breakout room(s) and both on-site child care rooms. D. Audiovisual Equipment: 1. Contractor shall provide and setup equipment as follows: a) LCD projectors in breakout rooms; TV & DVD cart combo in child care rooms on Saturday, 23 July 2010 8:00 a.m. to 4:00 p.m., and Sunday, 25 July 2010 8:00 a.m. to 4:00 p.m. during times specified in paragraph B.4 above. b) Podium, microphone, screen, cart combo equipment and internet service in conference room and breakout rooms identified in paragraphs B.1 and B.2 above. 2. Screen must be large enough to accommodate audience to ensure all attendees can easily view presentations in paragraphs B.1 and B.2 3. Contractor will provide setup and LCD projectors, government will provide laptop computers with Microsoft PowerPoint application, to be used in conjunction with contractor-provided equipment in the conference room and breakout rooms. 4. Government is permitted to connect its equipment to the contractor's electrical outlets and facilities, with no additional cost to the government for use of contractor's electrical service. E. Other: 1. Contractor shall provide the following throughout the entire Conference period: a) Registration area with table and chairs near the conference rooms that is large enough to accommodate 3-5 tables for resource representatives, and registration. b) A room for internet access/telephone/outlets for conference support will be provided. c) Sign(s) identifying to airman and family members the location of registration area. d) The contractor agrees to allow the government to provide child care activities/services for airmen and their families by separate contract in the breakout rooms identified in paragraph B.4. e) Booths with tables and chairs for approximately 40 vendor's to use from 8:00 a.m. - 4:00 p.m. Saturday, 24 July 2010.
